The 1st Congress of the Party Committee of the Dong Nai Provincial People’s Committee for the 2025–2030 term concluded successfully

On the afternoon of August 13, the 1st Congress of the Party Committee of the Dong Nai Provincial People’s Committee for the 2025-2030 term held its official session and concluded successfully.

Comrade Ton Ngoc Hanh, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People’s Council, attended and directed the congress.

Attending the congress were former leaders of the Provincial People’s Committee; representatives of provincial departments, boards, sectors, and localities; along with 297 official delegates representing more than 19,000 Party members of the Party Committee of the Provincial People’s Committee.

In his opening remarks at the congress, Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, and Secretary of the Party Committee of the Dong Nai Provincial People’s Committee, emphasized that since its establishment, although only for a short time, the Party Committee of the Provincial People’s Committee has undergone many changes. Thanks to the close attention and direction of the Standing Board of the Provincial Party Committee, the Provincial Party Standing Committee, and the timely support of the Party commissions and the Office of the Provincial Party Committee, the Party Committee of the Provincial People’s Committee has effectively led and guided its cadres and Party members to uphold solidarity and responsibility, maximize resources, carry out numerous tasks with good results, promptly address many challenges, and strengthen the trust of cadres, Party members, and the people in the Party and the government.

The achievements in Party and government building, socio-economic development, and ensuring national defense and security will serve as an important foundation and driving force for Dong Nai’s steady and sustainable development.

Comrade Vo Tan Duc emphasized that the success of the 1st Congress of the Party Committee of the Provincial People’s Committee for the 2025-2030 term holds decisive significance for the goal of building the Party Committee, enhancing the leadership capacity and combat strength of Party organizations and members, and meeting the new requirements posed by the development process. He called on all Party members attending the congress to uphold a high sense of responsibility, promote democracy and wisdom, actively participate in discussions, and effectively implement the contents and agenda set by the congress.

In her address directing the congress, Comrade Ton Ngoc Hanh commended and highly appreciated the efforts, proactiveness, and creativity of the Party Committee of the Provincial People’s Committee in preparing for and organizing the 1st Congress of the Party Committee of the Provincial People’s Committee for the 2025-2030 term.

Comrade Ton Ngoc Hanh noted that immediately after its establishment and commencement of operations, the Party Committee of the Provincial People’s Committee gradually overcame difficulties, maintained stable operations, and achieved many notable results. Specifically, the Party Committee placed particular emphasis on Party building in political work while socio-economic development continued to make marked progress and national defense and security were firmly maintained.

In particular, after the merger of Dong Nai and Binh Phuoc provinces into the new Dong Nai Province and the adoption of the two-tier local government model, the Party Committee of the Provincial People’s Committee demonstrated a high degree of unity, making great efforts to quickly bring the apparatus from the provincial to the communal level into stable, smooth operation, initially achieving many important results. In addition, numerous projects implemented across the province had obstacles removed and progress accelerated; administrative reform saw significant changes, creating momentum for a strong breakthrough in development in the coming period.

Comrade Ton Ngoc Hanh emphasized that the Party Committee of the Provincial People’s Committee has a large membership of more than 19,000 Party members, accounting for a significant share of the total membership of the entire Provincial Party Committee. Its membership is diverse and highly qualified, with many comrades holding important positions, thereby forming a contingent with deep expertise and a pioneering spirit, adding strength for the Party Committee of the Provincial People’s Committee to carry out its work more effectively.

In the new context, the Party Committee of the Provincial People’s Committee must adapt with new approaches, and its leadership and direction must be more hands-on and effective. Accordingly, the Party Committee must closely follow its functions and tasks, continue to streamline the apparatus and personnel for maximum efficiency, and clearly demonstrate the role of the Party organization and its members.

Comrade Ton Ngoc Hanh requested that grassroots Party organizations and Party members under the Party Committee of the Provincial People’s Committee must be strong, and that each member of the Party Executive Committee should have a firm grasp of, and effectively promote, the abilities and strengths of each Party member so as to assign them appropriately to specific tasks, thereby ensuring the fulfillment of assigned duties.

Regarding the eight key tasks and four strategic breakthroughs outlined in the political report presented at the congress, Comrade Ton Ngoc Hanh stressed the need to focus on decisive implementation measures to achieve concrete results, especially in certain breakthrough tasks such as building the contingent of Party bloc cadres and administrative reform, for which specific schemes must be developed, concentrating on highly important and concrete missions. In addition, the implementation process must be closely linked to the responsibilities of members of the Party Executive Committee and the Standing Board of the Party Committee of the Provincial People’s Committee, as well as associated with emulation movements for innovation and creativity in state management.

Comrade Ton Ngoc Hanh stressed that Dong Nai holds an important position, with the fourth-largest economy in the country. Therefore, cadres and civil servants must think big, act boldly, and deliver tangible results. She encouraged a mechanism that enables and motivates officials and civil servants to dare to think, dare to act, and dare to take responsibility, ensuring they act decisively and effectively. The province’s cadre force must possess strong discipline, professional fortitude, quick adaptability, sharp responsiveness in all situations, and a dynamic, creative spirit to contribute to the province’s development.

Comrade Ton Ngoc Hanh assigned the Party Committee of the Provincial People’s Committee the task of focusing, in the coming period, on developing a high-level local expert workforce in conjunction with attracting and training high-quality human resources through the formulation of distinctive and special incentive policies. She also stressed the need to develop high-standard higher education institutions to meet the province’s human resource demands.

She underscored the importance of promoting the private sector, with a focus on attracting major corporations to invest in Dong Nai, while also creating favorable conditions for small and medium-sized, as well as micro-enterprises, to grow. Another key task is to vigorously develop infrastructure, including transport infrastructure, industrial park infrastructure, digital infrastructure, urban infrastructure, and social infrastructure.

The 1st Congress of the Party Committee of the Provincial People’s Committee set out the orientations, goals, and solutions for the 2025-2030 term, with key tasks including strengthening the building and rectification of the Party and a clean, strong political system in terms of politics, ideology, ethics, organization, and personnel. It also aims to enhance the leadership capacity and combat strength of Party organizations, improve the quality of the cadre and Party membership, and strongly promote the exemplary role of leaders, especially heads of Party committees, agencies, and units.

The next task is to continue renewing the leadership content and methods of all levels of Party committees. The Party committees must improve the quality of cell-level Party meetings, ensuring the principles of democratic centralism, combativeness, educational value, and exemplary conduct. They must promptly consolidate Party committees at all levels and build grassroots Party organizations that are pure and strong. They must strengthen inspection, supervision, and the enforcement of Party discipline while increasing regular supervision to detect and promptly address any signs of violations.

Doing good personnel work while ensuring principles, procedures, democracy, objectivity, openness, and transparency must also be given attention. It is necessary to tighten discipline and order in personnel work and to improve the quality of planning, training, fostering, rotation, and evaluation of cadres. There is a need to build a contingent of cadres and Party members who possess firm political courage, pure moral qualities, and strong working capacity, meeting the requirements of assigned tasks.

It is also necessary to continue to step up Party member development, improve the quality of Party member admissions, and strictly carry out the review and screening of Party members in accordance with regulations. Effectively apply information technology and digital transformation in Party building work, particularly in Party member management, Party committee administration, Party cell activities, and in inspection, supervision, emulation, and commendation.
