Component Project 5 on compensation and resettlement support, part of the Investment Project for the construction of the western North–South Expressway, Gia Nghia (Lam Dong province) – Chon Thanh (Dong Nai province) section, is currently being implemented across Dong Nai province. The project spans 101 kilometers, passing through 10 communes and wards within the province. To accelerate site clearance, local authorities in these areas are urgently conducting inventories of assets and crops belonging to households located within the project area.

Propaganda and mobilization for site clearance
Component Project 5 (compensation and resettlement support) under the Western North–South Expressway Project, Gia Nghia – Chon Thanh section, spans 16.4 kilometers through Nghia Trung commune.
In July 2025, the People’s Committee of Nghia Trung commune organized a conference to implement land acquisition, compensation, and resettlement support for the expressway construction project. Project information was shared through Zalo groups so that residents could promptly stay updated and actively coordinate with the authorities to inventory assets and crops. Dinh Cong Chuc, head of hamlet 17, Nghia Trung commune, said: “In the hamlet, 62 households had land acquired for the project. Through propaganda and mobilization, most people agreed to hand over land for construction. So far, asset and crop inventories have been completed.”
To facilitate project implementation, the family of Hoang Van Bao in hamlet 17, Nghia Trung commune, cleared 1.2 hectares of agricultural land planted with avocado and durian trees. The garden generated several hundred million dong in annual income. However, recognizing the significance of the project, Bao’s family was among the first households to agree to the inventory and hand over the land.
“I strongly support the expressway construction project. Wherever the authorities acquire land, I agree to clear it. This is a national key project; once the expressway is opened, it will create favorable conditions for transportation and regional connectivity, contributing to socio-economic development in the locality,” Bao shared.
Nghia Trung commune has more than 300 households subject to land acquisition, involving approximately 450 land plots. In June 2025, the commune, in coordination with relevant authorities, carried out boundary marking, land measurement, and inventories of assets, structures, and crops on land belonging to households within the project area. By mid-August, the commune had issued 419 land acquisition notices to 269 households. Many households have yet to receive notices due to being absent from the locality. Authorities have completed inventories on more than 100 land plots.
Phan Minh Lam, vice chairman of the People’s Committee of Nghia Trung commune, said: “The target is to complete asset and crop inventories and hand over 30% of cleared land to the construction unit by September.”
Determined to hand over land on schedule
The total land acquisition area of the western North-South expressway, Gia Nghia - Chon Thanh section, is more than 921ha, with over 2,150 households and organizations affected. Of this number, the section through Bu Dang district (former) covers Tho Son, Bu Dang, Phuoc Son, and Nghia Trung communes, with a length of 48km. The total land acquisition is over 469ha, equivalent to more than 1,300 plots belonging to households and organizations.
The provincial Land Fund Development Center, Bu Dang branch, has inventoried about 600 plots. By September, the center must hand over 30% of the cleared land to the construction unit as required by the investor. To ensure progress, inventories are carried out in parallel with on-site measurements and boundary marking.
According to Tran Van Dung, director of the provincial Land Fund Development Center, Bu Dang branch, the workload completed so far accounts for nearly 50% of the total land area subject to acquisition.
In July, the provincial People’s Committee issued guidance on compensation and resettlement policies of the two former provinces, Dong Nai and Binh Phuoc, after the merger. Accordingly, in the former Binh Phuoc province, Decision 05/2025/QD-UBND dated January 24, 2025, on compensation, support, and resettlement when land is acquired will continue to be applied until new regulations are issued.

According to the plan, by December 2025, Component Project 5 of the western North-South expressway, Gia Nghia - Chon Thanh section through Dong Nai province, will have 70% of land cleared. In April 2026, the Dong Nai Provincial Project Management Board of Construction Investment must hand over the entire cleared land to the construction unit.
