Promoting achievements to build Phu Lam into a comprehensively developed commune

In the spirit of “Solidarity, Democracy, Discipline, and Creativity”, building Phu Lam commune, Dong Nai province into a comprehensively developed locality, the 1st Congress of the Phu Lam Commune Party Committee for the 2025–2030 term was held on the morning of August 9.

Major General Nguyen Duc Hai, Member of the Standing Committee of the Provincial Party Committee and Director of the Dong Nai Provincial Public Security, attended and delivered his directive speech at the congress.

Also in attendance were Provincial Party Committee members, including Bui Thi Yen, Deputy Head of the Standing Committee of the Organizing Committee of Dong Nai Provincial Party Committee; Bui Xuan Thong, Deputy Head of the National Assembly Delegation of Dong Nai Province; leaders of the Party’s provincial commissions; representatives of provincial departments, agencies, and sectors; former leaders of Tan Phu District (former administrative unit) throughout periods; and 186 delegates representing all Party members of the Phu Lam Commune Party Committee.

Phu Lam commune was established through the merger of the communes of Phu Son, Phu Binh, and Thanh Son, and former Phu Lam. The new Phu Lam commune covers over 67 square kilometers with a population of more than 62,300.

In the past term, despite numerous difficulties and challenges, with the concerted efforts of officials, Party members, and residents, Phu Lam commune achieved significant results in leadership and direction, fulfilling socio-economic development tasks, maintaining national defense and security, ensuring political stability, public order, and social safety. The new-style rural development program achieved outstanding results, with consensus from the entire political system and society, contributing to transforming the rural landscape and improving both the material and spiritual lives of residents.

For the 2025 - 2030 term, the Phu Lam Commune Party Committee has identified 2 breakthrough areas, 7 tasks, 21 targets, and 5 key solution groups, aiming to successfully implement Party and government building tasks, and promote socio-economic, cultural, and national defense-security development in the new context.

Targets include an average annual increase of 10–11% in total local budget revenue; and an average annual increase of 10–12% in total Gross Regional Domestic Product (GRDP), ensuring that over 85% of the population has access to clean, hygienic water; increasing per capita income by at least 20% annually by 2030 compared to 2025; achieving 100% collection and treatment of medical waste, domestic waste, and non-hazardous industrial waste; and raising the health insurance coverage rate to 95% or higher....

In his address, Major General Nguyen Duc Hai acknowledged, praised, and highly valued the leadership results of the Phu Lam Commune Party Committee, especially since its establishment on July 1, 2025. He urged the Phu Lam Commune Party Committee to continue building on these achievements, successfully lead the implementation of the Party resolution’s objectives and targets, and advance comprehensive development in Phu Lam commune.

He emphasized the need to accelerate administrative procedure reform in parallel with building a digital government, improve the quality of public services, prioritize investment in digital infrastructure, effectively leverage local potential and advantages, and make the most of opportunities while overcoming challenges to achieve the set targets.
