Preparation of the adjustment dossier for Phase 1 of the Bien Hoa - Vung Tau Expressway Project

The People’s Committee of Dong Nai Province has issued a document assigning relevant agencies to implement the adjustment of Component Project 1, Phase 1 of the Bien Hoa - Vung Tau Expressway Project in accordance with the National Assembly’s resolution.

For the adjustment of Component Project 1 under Phase 1 of the Bien Hoa–Vung Tau Expressway Project, the Dong Nai Provincial People’s Committee has tasked the Provincial Construction Investment Project Management Board with urgently reviewing and preparing the project adjustment dossier.

At the same time, the Provincial People’s Committee has assigned Regional Project Management Board No. 5 to promptly review and prepare the adjustment dossier for the Compensation and Resettlement Support Subcomponent of Component Project 2 under Phase 1 of the Bien Hoa - Vung Tau Expressway Project. This endeavor will serve as the basis for implementation and for accelerating project progress as directed by the Prime Minister. This undertaking includes implementing compensation and site clearance activities for the construction of an overpass at the intersection between the Bien Hoa - Vung Tau Expressway and Provincial Road 770B.

The Provincial People’s Committee has assigned the Department of Finance to review and balance funding sources, and to advise the Committee on capital allocation to ensure the project stays on schedule. The Department of Construction is responsible for monitoring the implementation progress of Component Project 1, Phase 1 of the Bien Hoa–Vung Tau Expressway Project, in order to guide the project’s investor in carrying out the work in accordance with regulations.

Previously, on June 27, 2025, the National Assembly promulgated Resolution No. 221/2025/QH15 on the adjustment of investment policy for Phase 1 of the Bien Hoa - Vung Tau Expressway Project. The preliminary total investment capital for the project has been adjusted to over VND 21.5 trillion, an increase of more than VND 3.7 trillion compared to the initially approved investment amount stipulated in National Assembly Resolution No. 59/2022/QH15 dated June 16, 2022 on the investment policy for Phase 1 of the Bien Hoa - Vung Tau Expressway Construction Project. During the project adjustment, Dong Nai province’s local budget contribution to the project is VND 2,969 billion, an increase of VND 369 billion compared to the capital approved under Resolution No. 59.

In Resolution No. 221, the National Assembly approved adjustments to the preliminary total investment capital and preliminary compensation, support, and resettlement costs for component projects of the overall scheme. Specifically, Component Project 1, implemented by Dong Nai province, has a total investment capital of nearly VND 6.7 trillion, with preliminary compensation, support, and resettlement costs of almost VND 3.5 trillion.

Component Project 2, with construction and installation works to be executed by the Ministry of Construction and site clearance to be implemented by Dong Nai Province, has a total investment capital exceeding VND 7.6 trillion, including preliminary compensation, support, and resettlement costs of over VND 2.3 trillion.
