On the afternoon of August 27, at Z114 Factory under the General Department of National Defence Industry, Emulation Cluster No. 5 of the Provincial People's Committee, comprising military units under the Ministry of National Defence stationed in the area, held a conference to review achievements in emulation and commendation work and the Patriotic Emulation Movement in the first half of 2025, and to outline tasks for the remainder of the year.

Emulation Cluster No. 5 of the Provincial People's Committee includes: Son Hai Au Co., Ltd. (cluster head in 2025), Z114 Factory, Z756 Factory, Southern Branch of the Explosives Materials Company, Z115 Factory Branch, Long Binh Industrial Zone Management Enterprise (a subsidiary of Company 28), Tan Cang Long Binh ICD JSC, and Depot K60 under the Logistics-Technical Department of Military Region 7.
In the first half of 2025, all units in the cluster effectively implemented emulation and commendation activities, integrating the Patriotic Emulation Movement with the Emulation to Win Movement in ways tailored to each unit's specific context.

The Patriotic Emulation Movement has inspired cadres, soldiers, and workers across all units to actively compete, work diligently, contribute to development, and successfully fulfill their assigned tasks. All units have ensured stable employment for workers, while the overall living conditions of cadres, soldiers, and workers have been improved.

In the remaining months of 2025, the units within Emulation Cluster No. 5 under the Provincial People's Committee have agreed to coordinate effectively in implementing the outlined patriotic emulation activities. Key priorities include organizing events to commemorate the 80th anniversary of the August Revolution, National Day (September 2), and other major national holidays. The units will also actively participate in patriotic emulation movements initiated by local authorities, in close connection with the Emulation to Win Movement, to ensure the successful and outstanding completion of their respective missions.
Speaking at the conference on behalf of the Provincial People's Committee and the Provincial Military Command, Lieutenant Colonel Tran Quang Phuc, Deputy Head of Political Affairs of the Provincial Military Command, noted that feedback and proposals from the cluster units, particularly in light of the recent administrative restructuring into a two-tier local government system, may necessitate adjustments to the composition of the military emulation cluster. The Provincial Military Command will review these suggestions and advise the People's Committee on appropriate directives moving forward. Such efforts, he emphasized, will help advance the emulation and commendation work, further promoting the Patriotic Emulation Movement in close alignment with the Emulation to Win Movement. This undertaking will not only ensure stable employment and improved income for officers, soldiers, and civilian personnel but also contribute to building clean, strong Party organizations and comprehensively strong, exemplary units, creating the driving force needed to accomplish all assigned tasks successfully and with distinction.
