New Phu Vinh Commune on the path towards prosperity

Phu Vinh Commune was newly established on the basis of merging the two previous communes of Phu Vinh and Phu Tan. After 5 years of implementing the Resolution of the Congress for the 2020-2025 term, the Party committee, government, and people of the two former communes have successfully achieved the set goals and tasks. The local economy continues to achieve positive growth, social security is guaranteed, and people's lives are constantly improving in all aspects.

The accomplishments attained serve as a solid foundation for the newly established Party Committee of Phu Vinh Commune to continue promoting innovation, enhancing leadership capacity and combat strength, and joining hands with the local government and people in building a more prosperous, modern, and culturally rich Phu Vinh Commune in the new development phase.

Strong Party Committee, thriving socio-economic development

Phu Vinh is a mountainous commune of Dong Nai Province, where agriculture remains the key economic sector. Covering an area of over 69 square kilometers and home to a population of more than 31,000, predominantly comprising ethnic Chinese and various minority groups, the commune benefits from favorable geographical conditions for merchandise trade within and beyond the province. In addition, its potential for eco-tourism and resort development presents significant opportunities for growth and breakthroughs.

Since the beginning of the term, the Party Committees of the former Phu Vinh and Phu Tan Communes have effectively led and directed the comprehensive fulfillment of numerous political tasks, achieving notable results across multiple areas.

In Party building, political and ideological education has been a priority, with innovative forms and methods used to disseminate the Party’s resolutions and directives. The two Party Committees have admitted 63 new members, bringing the total number of Party members to 363, a 5% increase compared to the beginning of the term. Party organization and activities have adhered to established principles, and collective intelligence and democratic processes have been fully leveraged in developing and implementing resolutions.

Administrative reform has been vigorously promoted, with effective implementation of people-centered and friendly governance models. Administrative procedures have been processed on time and in line with proper procedures. Notably, during the term, there were no complaints or denunciations related to Party members concerning corruption or wastefulness.

The socio-economic sector has witnessed significant development. Agricultural production has remained stable, with positive transformations in several areas. The average production value has reached 208 million VND per hectare, an increase of 32 million VND compared to the beginning of the term. Crop restructuring has progressed in the right direction; livestock farming has remained stable and is beginning to adopt farm-based models to improve economic efficiency and protect the environment.

Over the past five years, total investment in rural infrastructure in the commune has exceeded VND 500 billion. Numerous roads have been constructed through socialized funding mechanisms or joint efforts between the State and the people. Land management, natural resources, minerals, and construction orders have been strictly enforced. The issuance of land use right certificates has met the established targets.

In implementing the thematic resolution on building an advanced new-style rural commune, specific criteria were assigned to members of the Steering Committee responsible for each hamlet. As of 2022, Phu Vinh commune was officially recognized as meeting the advanced new-style rural standards, followed by Phu Tan commune in 2024.

In the cultural and social sectors, the key targets were achieved or surpassed. The commune has maintained the national standard for healthcare services. Social welfare has been ensured, with full implementation of policies and entitlements for the people, and no violations have been reported.

All three breakthrough areas identified in the Resolution of the former Dinh Quan District Party Congress for the 2020–2025 term have been effectively implemented by the former Party Committees of Phu Vinh and Phu Tan Communes. These include the continuous improvement of rural infrastructure to meet socio-economic development needs and advanced new-style rural standards; leveraging local strengths and potential to develop tourism services; and building a qualified and standardized contingent of commune-level officials, civil servants, and part-time staff. These serve as a solid foundation for the commune’s new stage of development.

Building a prosperous and modern Phu Vinh Commune

Entering a new term filled with expectations, the Party Committee of Phu Vinh Commune has set a goal to build a comprehensively strong Party organization and political system, promote the strength of great national unity, and guide Phu Vinh toward prosperity and affluence in the national rise era.

Key targets and tasks set for the Party Committee include: In terms of economic development, the annual state budget revenue is expected to meet or exceed the targets assigned by the province; expenditures will be managed under the approved estimates, ensuring efficiency and thrift. The average annual growth rate of total budget revenue in the locality is projected at 3-4%. The total average annual growth in production value is set at 10% or higher. By 2030, the average production value per hectare of cultivated land is expected to reach VND 250 million/ha/year. Average per capita income is targeted to reach VND 125 million/person/year by 2030, marking a 40% increase compared to the beginning of the term. The poverty rate will be reduced to below 1%; the proportion of trained labor will reach 80%. All schools will maintain Level I national standards, with 20 to 30% achieving Level II standards.

Building on the achievements of the previous term, Phu Vinh Commune will continue to mobilize all available resources to further develop and complete its rural infrastructure system. Cultural and social development will be pursued in harmony with economic progress. Social welfare will be ensured, and efforts will be made to improve the material and spiritual well-being of the people. The commune will preserve and promote the cultural values of its ethnic communities, particularly the ethnic Chinese population. Focus will be placed on job creation and sustainable poverty reduction.

Three breakthrough development tasks

Developing agricultural production, focusing on building product brands, linking product consumption, and replicating sustainable, organic, and high-tech agricultural models.

Developing tourism, mobilizing resources, exploiting potentials and advantages; considering tourism as a new economic sector; effectively promoting Ba Giot tourist area, attracting investment in eco-tourism, resorts, and entertainment; linking tourism with preserving Chinese ethnic culture.

Implementing administrative reform and digital transformation, operating the apparatus smoothly and effectively, combining with building a modern, public, transparent, and honest Public Administration Service Center to serve the people.

Along with the above targets, tasks, and solutions, the Commune Party Committee identifies the key task as innovating the methods of implementation, studying, and thoroughly grasping the Party's directives and resolutions. More efforts are needed to improve the quality of propaganda and mobilization, create consensus and unity in implementing political tasks. It’s necessary to further improve the leadership capacity of Party committees, paying attention to building a truly clean and strong government and attaching much importance to the work of building a strong, clean and people-centric staff.

With specific and clear tasks, solidarity and unity within the Party, consensus of the government and people, Phu Vinh Commune in the period of 2025-2030 will successfully complete the set goals, becoming a prosperous and modern countryside. In this new phase of development, the commune will make synchronized investment in transportation, electricity, water supply, schools, and healthcare stations, laying a solid foundation to attract enterprises and foster economic growth. Local residents will actively apply scientific and technological advancements to agricultural production, increasing incomes and ensuring sustainable poverty reduction. The movement to build an advanced new-style rural area will continue to spread, with vibrant cultural and spiritual life, and a green, clean, and beautiful living environment.
