On August 27, a working delegation from the Ministry of Science and Technology, led by Tran Bich Ngoc, Deputy Director of the Vietnam Agency for Radiation and Nuclear Safety, held a working session in Dong Nai province to discuss the operation of the administrative apparatus at the commune and ward levels. Receiving and working with the delegation was Pham Van Trinh, Director of the Dong Nai Department of Science and Technology.

At the meeting, representatives of the Dong Nai Department of Science and Technology reported on the organization and implementation of authority division, delegation, and decentralization in accordance with Government Decree No. 132/2025/NĐ-CP, as well as relevant circulars on authority delegation and decentralization for the two-tier local government system in the province.

According to the Dong Nai Department of Science and Technology, in recent years, the department has advised the provincial People’s Committee to announce 125 administrative procedures assigned and delegated to local authorities. It has also proposed plans for professional training and refresher courses in the field of quality measurement standards.

The Dong Nai Department of Science and Technology has taken the lead in upgrading the provincial administrative procedure information system to meet the requirements of the Government Office. At present, 100 percent of communes and wards in the province operate stable official websites.
The provincial administrative procedure information system has been upgraded, enabling residents and businesses to submit applications entirely online via the National Public Service Portal. Across the province, 1,794 administrative procedures have been reviewed for digitalization. As of August 22, the digitalization rate of dossiers and administrative procedure outcomes reached 68.59 percent, while the proportion of records issued with electronic results stood at 71.5 percent.

At the working session, the delegation listened to and addressed the concerns and recommendations raised by local authorities regarding regulations on delegation and decentralization in state management related to science and technology, as well as measures to improve the efficiency of administrative procedure settlement.

Tran Bich Ngoc, Deputy Director of the Vietnam Agency for Radiation and Nuclear Safety, shared that in applying science and technology to administrative procedure reform activities and promoting digital transformation for socio-economic development, the role of local governments is crucial, as they directly bring the Party’s and State’s policies into practice.

Therefore, the Ministry of Science and Technology is committed to working alongside Dong Nai province to resolve challenges in the implementation of delegated and decentralized tasks, as well as in the digital transformation process. The ministry will maintain close coordination with local contact points to provide ongoing technical support, ensuring the smooth and effective operation of the newly established local government system.
