On August 27, at the Public Administration Service Centre of Xuan Hoa Commune, Dong Nai Province, the People’s Committee of the commune held a ceremony to present the first land use rights certificate to Ngo Thi Lua, a resident of Hamlet 1, who represented the first household in Xuan Hoa 1 hamlet to receive such a certificate after the commune adopted the two-tier local government model.

According to Lua, she had submitted her application for the land use rights certificate and ownership of assets attached to the land three weeks earlier.
Although the newly established commune has numerous tasks to undertake, land administration remains a complex area that requires thorough verification and assessment procedures. Nevertheless, with its utmost efforts, Xuan Hoa Commune has flexibly addressed citizens’ applications through a range of coordinated solutions, including the adoption of Dong Nai Province’s specialized land management software, DNAI.LIS, to handle administrative procedures for residents.
The entire process, from the receipt and verification of the application to the printing and issuance of the land use rights certificate, was conducted via the DNAI.LIS system.
"I am very pleased and grateful to the communal leadership and staff of the Public Administration Service Centre, who enthusiastically assisted me so that the procedure was handled quickly and efficiently without repeated trips. I hope that many other households with valid documents will soon receive their certificates as well," Lua shared.
Since the administrative merger, the number of land-related applications received by Xuan Hoa Commune has increased significantly, averaging 30–40 applications per day, with first-time land use rights certificates accounting for a large proportion. Accordingly, officials and specialists have been making every effort to process the applications as quickly as possible. Currently, the commune’s Economic Division is handling over 300 first-time applications for land use rights certificates, in addition to cases concerning changes of land use purpose, applications for area adjustments, and requests for planning information.
In the coming days, the commune will continue to finalize procedures and issue certificates to more households. “The Economic Division has been equipped with upgraded, high-capacity network connections to ensure the fastest processing and issuance of certificates. Regarding the verification of applications, our staff have arranged schedules efficiently, conducting field inspections in the morning and completing office work in the afternoon and evening. As a result, no application in Xuan Hoa has been delayed on the system,” stated Ho Dung Sy, Deputy Head of the commune’s Economic Division.

Leaders of the Xuan Hoa Commune People's Committee affirmed that the commune will continue to complete all necessary legal documentation and promptly deliver certificates to other households in accordance with Government Decree No. 151/2025/ND-CP dated June 12, 2025 on decentralization and delegation of authority in the field of land management.
