Recently, Politburo member and Standing member of the Party Central Committee’s Secretariat, Tran Cam Tu, signed and promulgated Directive No. 51-CT/TW regarding the renewal of Party membership cards. The process of renewing Party membership cards must be closely linked with the increased application of information technology and the integration of Party member data systems to enhance the effectiveness of Party member management and meet the demands for modernizing the Party's leadership methods in the new era.
Party membership card renewal to be completed by September 2, 2025
Directive No. 51-CT/TW clearly states that, in a bid to meet requirements and tasks set in the new period, towards the goals of building and developing the country quickly, sustainably, richly and deeply integrated, associated with historical milestones of special significance such as the 100th founding anniversary of the Communist Party of Vietnam (1930-2030) and the 100th founding anniversary of the nation (1945-2045); and at the same time, meeting the urgent requirements of science and technology development, innovation and national digital transformation, the Secretariat requests Party committees, Party organizations and Party members to change party membership cards.

The renewal of Party membership cards must be directed and carried out in a serious, methodical, and scientifically sound manner, in strict accordance with the Party's Charter, the regulations of the Central Committee, and the principles, procedures, and guidelines for issuing, renewing, using, and safeguarding Party membership cards. The Party membership cards are to be renewed only for official Party members who already possess cards and fully meet the criteria for Party membership as stipulated in the Party Charter.
The renewal process must be closely linked with enhanced application of information technology and synchronized with the Party member database, aiming to improve the effectiveness of Party member management and meet the evolving requirements of the Party’s leadership in the digital era. The Secretariat has directed that the renewal of Party membership cards across the entire Party must be completed no later than September 2, 2025.
According to Do Duc Hoa, Provincial Party Committee member and Deputy Head of the Organization Commission of the Dong Nai Provincial Party Committee, in implementation of Official Dispatch No. 9165-CV/BTCTW dated July 31, 2025 from the Party Central Organization Commission on guiding the renewal of Party membership cards, Dong Nai's Provincial Party Organization Commission issued Official Dispatch No. 305-CV/BTCTU dated August 1, 2025, requesting that Standing Committees of Provincial-affiliated Party Committees urgently direct the implementation of the procedures and processes related to card renewal, ensuring compliance with the timeline set by the Central Committee.
Based on Official Dispatch No. 305-CV/BTCTU and under the direction of the Ministry of Public Security regarding the issuance and renewal of Party membership cards using the national population database and the digital identification and authentication system, the Dong Nai Provincial Police have developed a comprehensive plan to carry out the card issuance and renewal process across the province. Accordingly, the procedures for issuing and renewing Party membership cards will be conducted province-wide between August 5 and August 30, 2025.
Provincial Party Committee member, Secretary of Bien Hoa Ward Party Committee, Vien Hong Tien, stated that in implementing Directive No. 51-CT/TW of the Party Central Secretariat on the renewal of Party membership cards, along with guiding documents issued by the province, the Bien Hoa Ward Party Committee has directed and deployed the necessary procedures for issuing and renewing party membership cards across the ward, ensuring compliance with the set plan.
During the implementation, recognizing that some elderly Party members are in poor health or have limited mobility, the Ward Party Committee has instructed the ward police to bring equipment directly to the houses of these members to assist with the card renewal process. On this occasion, the ward leaders also organized visits to offer encouragement and present gifts to elderly and ailing Party members.
As of August 20, the Bien Hoa Ward Party Committee had completed 88.9% of the Party membership card renewal procedures.
Working overtime and on holidays to meet the schedule
Standing Deputy Secretary of the Binh Loc Ward Party Committee, Huynh Thi Thanh Ha, shared that the Party organization in Binh Loc ward has over 1,000 Party members. The process of issuing and renewing Party membership cards, carried out by the Binh Loc Ward Police since August 10, had reached 90.99% completion as of August 19.
The use of the national population database in the card renewal process plays a key role in building a unified and modern database of Party organizations and members, enhancing the effectiveness of Party personnel and membership management. Additionally, the transition from paper cards to digital chip-based cards helps reduce costs and aligns with the current trend of digital transformation in Party affairs.
Pham Phuong Linh, a Party member in Binh Loc ward, expressed appreciation for the swift and professional service. “The procedures were handled very quickly. The local police team worked with great dedication and care, from 7 a.m. to 9 p.m. every day. Those Party members who couldn’t manage to come during regular office hours were still welcomed outside working hours at the ward police office and got guidance through the process,” she noted.
In Xuan Loc Commune, Party Committee Secretary Nguyen Thi Cat Tien reported that in carrying out the provincial-level Party membership card renewal program, the commune’s Party Affairs Office and Xuan Loc Commune Police coordinated to compile member lists and verify personal information for Party members across grassroots cells and organizations, ensuring consistency with official Party member records.
Xuan Loc Commune currently has 2,283 Party members. To ensure that 100% of renewal applications are processed on time, the local police have arranged flexible schedules, including working on Saturdays, Sundays, public holidays, and beyond office hours, to give the best facilitation to the Party members. Officers have been assigned responsibilities to ensure that the data collection process is conducted quickly, accurately, and in compliance with required procedures.
The issuance and renewal of Party membership cards with electronic chips in 2025 has seen close direction and synchronized implementation from all levels of the political system, from province to commune and ward. Local police forces have played a core role, not only maintaining public order but also providing technical support to help standardize the Party members’ database and ensure smooth execution of the initiative.
Secretary of the Bu Gia Map Commune Party Committee, Le Hoang Nam, reported that in the commune, five elderly or infirm Party members were brought to the commune police office by their family members to complete procedures for issuing or renewing Party membership cards. There are also two Party members without Party cards or ID cards who no longer remember any personal information, so the commune Party Committee has reported these exceptional cases to provincial authorities for further guidance. For Party members who meet the necessary conditions for card issuance or renewal, the process has been carried out smoothly and in accordance with regulations.
