HCMC’s Ring Road No.3 Project section passing through Dong Nai makes construction breakthrough

For nearly one year, under the decisive direction of provincial leaders and the efforts of the investor and contractors, the construction volume of the Ho Chi Minh City’s (HCMC) Ring Road No.3 Project section passing through Dong Nai province has made remarkable breakthroughs.

From being at the modest place in terms of construction volume, the section passing through Dong Nai has now regained progress, catching up with the construction pace compared to component projects passing through other provinces and cities.

Construction volume increased by over 36% in nearly one year

The HCMC’s Ring Road No.3 Project has a total length of 76 km, passing through the provinces of Dong Nai and Tay Ninh, and Ho Chi Minh City. The section is an important traffic route connecting the Southeast region.

Regarding construction and installation work, the HCMC’s Ring Road No.3 Project is divided into four component projects, including: Component Project 1, the section passing through Ho Chi Minh City, with Ho Chi Minh City People's Committee as the managing agency; Component Project 3, the section passing through Dong Nai province, with Dong Nai Provincial People's Committee as the managing agency; Component Project 5, passing through the former Binh Duong province (now Ho Chi Minh City), with the People's Committee of the former Binh Duong province (now Ho Chi Minh City) as the managing agency; and Component Project 7, passing through the former Long An province (now Tay Ninh province), with the People's Committee of the old Long An province (now Tay Ninh province) as the managing agency.

The HCMC’s Ring Road No.3 Project, section passing through Dong Nai Province (Component Project 3) is over 11 km long (excluding Component Project 1A). Construction started for Component Project 3 in June 2023, simultaneously with other component projects of the HCMC’s Ring Road No.3 Project.

During the first year, progress of Component Project3 was delayed due to site clearance obstacles. As a result, during this time, its construction volume was always “at the bottom” of the list compared to the remaining component projects.

In a report submitted by the Ho Chi Minh City Transport Construction Investment Project Management Board to the Department for Roads of Vietnam, the agency stated that as of the end of July 2025, the overall construction volume of the HCMC’s Ring Road No.3 Project reached 50%.

Specifically, in September 2024, while the construction volume reached 45% for Component Project 7, 16% for Component Project 1, and 13% for Component Project 5, it had only achieved 6% for Component Project 3.

Faced with the risk of falling far behind in construction progress, the Provincial People’s Committee has decisively directed former Nhon Trach district to accelerate site clearance work. It has also directed the Provincial Construction Investment Project Management Board to urge contractors to speed up construction to make up for lost time. Therefore, in nearly one year, Component Project 3’s construction volume made significant breakthrough.

According to report No. 5578/BQLDAGT-VĐ3 (dated August 6, 2025) of Ho Chi Minh City Transport Construction Investment Project Management Board sent to the Department for Roads of Vietnam (under the Ministry of Construction), as of the end of July 2025, Component Project 3 had achieved 42.6% completion, an increase of over 36% in nearly one year.

With construction volume completed, the progress of Component Project 3 has now basically caught up with the remaining component projects. Specifically, at the same time, the construction volume reached 49.8% for Component Project 1, 42.4% for Component Project 5, and 75.7% for Component Project 7.

Technical traffic opening set before December 19, 2025

Component Project 3 of the HCMC’s Ring Road No.3 Project and Component Project 1 of the Bien Hoa - Vung Tau Expressway Project are the two projects that the Provincial People's Committee aims for completion of technical traffic opening before December 19, 2025, as required by the Prime Minister.

Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, stated: Regarding Component Project 3 of the HCMC’s Ring Road No.3 Project, 100% of the construction site has been handed over. Therefore, the Provincial People's Committee has instructed relevant agencies and the investor to urge contractors to mobilize additional machinery, equipment, and human resources, to speed up construction in the spirit of "3 shifts, 4 shifts", "working day and night" to complete technical traffic clearance as required.

According to Nguyen Linh, Deputy Director of the Dong Nai Province Construction Investment Project Management Board, the unit assigned as the project investor, the advantage for Component Project 3 is that contractors have basically completed the roadbed embankment, so next construction process is less affected by weather conditions.

To ensure the technical traffic opening progress of the project, the Dong Nai Province Construction Investment Project Management Board has required contractors to work overtime and stockpile sufficient materials, especially construction stone, to the construction site to speed up the progress.

In early August 2025, Provincial Party Committee member and Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha also requested the Dong Nai Provincial Construction Investment Project Management Board to complete the relocation of eight high-voltage power poles within the project area in August to speed up construction progress. Additionally, relevant agencies were tasked with allocating additional construction stone volume to meet the project's construction needs.
