On the morning of August 19, the groundbreaking ceremony for the expanded Tri An Hydropower Plant Project was held in Tri An Commune, Dong Nai Province.

Attending the ceremony were Senior Lieutenant General Nguyen Truong Thang, Member of the Party Central Committee, Deputy Minister of National Defense; and Phan Thi Thang, Deputy Minister of Industry and Trade.
Representing Dong Nai Province were Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; and Colonel Vo Thanh Danh, Member of the Provincial Standing Committee and Commander of the Provincial Military Command.

The expanded Tri An Hydropower Plant Project is invested by Vietnam Electricity (EVN), with a consortium of six contractors led by Lung Lo Construction Corporation. The project has a total investment of approximately VND 3.9 trillion and is expected to be completed by the end of 2027. It has been designated a national key project in the energy sector.
Located in Tri An Commune, the project comprises two generating units with a total capacity of 200 MW, producing an estimated annual output of 200 million kWh. The new facility will be connected to the existing 220kV distribution substation of the current Tri An Hydropower Plant.
Once operational, the plant will not only supplement the national power grid to support socio-economic growth in the region - particularly Dong Nai’s double-digit growth target - but will also demonstrate Vietnam’s strong commitment to a green and sustainable energy strategy, in line with its COP26 pledge to achieve net-zero emissions by 2050.
Speaking at the ceremony, Chairman Vo Tan Duc emphasized that the expanded Tri An Hydropower Plant Project is one of 34 key sites featured in a nationwide virtual conference attended by Government leaders, with live transmission to the central hub in Hanoi. He noted that this was both a great honor and a testament to the project’s significance.
The existing Tri An Hydropower Plant features four generating units with a total installed capacity of 400 MW, generating an average of 1.76 billion kWh annually. Over the past nearly 40 years, the plant has served as a historic source of clean, stable energy for the country, while also playing a vital role in flood regulation, irrigation, environmental protection, and socio-economic development in the downstream areas of the Dong Nai River.
The expansion project covers an area of nearly 95 hectares, with the main construction site occupying approximately 92 hectares, affecting 192 land parcels and 55 cases of land acquisition. As of now, Dong Nai Province has completed compensation, support, and site clearance for approximately 73% of the required area, with 22 out of 23 households already relocated.

Provincial authorities have affirmed that this is a nationally important project with significant implications for both local and regional development. The Dong Nai People’s Committee is committed to working closely with the investor and contractors, providing providing favorable conditions, promptly resolving challenges, and ensuring site clearance and material supply. The province will direct departments, sectors, and localities to coordinate closely throughout the implementation process to ensure safety, progress, and quality. The province also calls for public support and cooperation from affected communities to ensure shared benefits for both the province and the nation.

Provincial authorities have requested EVN to instruct the investor and contractors to mobilize maximum human and technical resources; ensure safe, high-quality, and on-schedule construction; adhere strictly to technical and environmental standards; and maintain rigorous supervision over quality, progress, and labor safet.

At the event, the investor, contractors, and construction units expressed strong determination to implement the project effectively. They pledged to adhere strictly to the approved timeline, ensure safety and construction quality, and fully mobilize resources, workforce, and modern equipment to accelerate progress and bring the project into operation as soon as possible, contributing to local socio-economic development while minimizing environmental impacts and disruptions to local communities.
