FROM A GLORIOUS MILESTONE TO A PEOPLE-CENTERED GOVERNMENT

The August Revolution in 1945 marked the dawn of a new era of independence and freedom for the Vietnamese nation. The monumental achievements of that historic era, together with the subsequent era of renewal and development, have laid a solid foundation for Vietnam to enter a new era, an era of the nation’s rise.

In his closing remarks at the 10th Plenum of the 13th Party Central Committee on September 20, 2024, Party General Secretary To Lam emphasized: “With the strength and momentum accumulated over 40 years of renovation, the unity of the entire Party, people, and armed forces, and the new opportunities and favorable conditions under the Party’s wise leadership, we now possess all the necessary elements to propel the country into a new era - an era of Vietnamese nation’s rise.”

Building on the profound lesson of great national unity from the historic victory of the August Revolution, the entire Party, military, and people are now resolutely united in striving for a strong, prosperous Vietnam.

DETERMINED TO IMPLEMENT THE REVOLUTION ON STREAMLINING THE APPARATUS

In his speech at the training course to update knowledge and skills for personnel groomed for membership of the 14th Party Central Committee under the theme: ‘The New Era — The Era of the Nation’s Rise”, Party General Secretary To Lam stressed: The ultimate goal of the era of nation’s rise is a prosperous people, a strong nation, and a socialist society that can stand shoulder to shoulder with the world’s great powers. Top priorities for this new era include the successful fulfillment of strategic goals: Vietnam aims to become a developing country with modern industry and upper-middle income by 2030; and a developed socialist nation with high income by 2045. He called for vigorously arousing the national spirit, the sense of self-reliance, self-confidence, resilience, national pride, and a shared aspiration for national development. Vietnam must tightly integrate national strength with the strength of the times to create breakthrough momentum for long-term progress.

The Party’s top leader has outlined seven strategic directions to guide the nation into a new era - an era of the nation’s rise. These include: reforming the Party's leadership methods; enhancing Party-led development of a socialist rule-of-law state of the people, by the people, and for the people; streamlining the organizational apparatus for greater efficiency and effectiveness; digital transformation; combating wastefulness; improving cadre work; and advancing the economy.

Under the Party’s leadership, each of these strategic orientations has been translated into specific, timely, and resolute policies and decisions. Especially for the strategic orientation to streamline the organizational apparatus to ensure its efficiency and effectiveness, the Party has identified the downsizing of the political system’s apparatus as an essential requirement to improve operational capacity and governance effectiveness, meeting demand for building a modern, transparent political system to serve Vietnam’s rapid and sustainable development in the new era. This policy has received strong support and consensus from Party members, officials, and the public.

On April 12, 2025, the Central Committee of the Communist Party of Vietnam issued Resolution No. 60-NQ/TW at the 11th Plenum of the 13th Party Central Committee, endorsing the plan to merge provincial-level administrative units, eliminate the district level, merge commune-level units, and establish a two-tier local government model. Subsequently, the National Assembly passed a resolution on the reorganization of provincial administrative units. This resolution has taken effect since June 12, 2025, making the fact that the entire country now has 34 provincial-level administrative units, comprising 28 provinces and six centrally governed cities.

Following that, the Standing Committee of the National Assembly approved 34 resolutions concerning the restructuring of commune-level administrative units. As a result, the total number of commune-level administrative units nationwide decreased from 10,035 to 3,321, including 2,621 communes, 687 wards, and 13 special zones. This administrative restructuring was coupled with the implementation of a new two-tier local government model, replacing the previous three-tier system.

In accordance with these central-level resolutions, the former provinces of Dong Nai and Binh Phuoc were merged into the new Dong Nai province. This newly formed province now covers an area of 12,737.82 square kilometers, with a population of 4,318,433, placing it among the leading provinces in terms of population, land area, and economic scale.

Following the commune-level restructuring, Dong Nai now has 95 commune-level administrative units, comprising 72 communes and 23 wards. Among these, 67 communes and 21 wards were newly formed through mergers, while seven units remained unchanged.

Bui Van An, senior lecturer at the Dong Nai Provincial School of Politics, commented: “The establishment of the two-tier local government model is a major, consistent, and sound policy of the Party and State. It aligns with global governance trends, reflects modernization, and seeks to enhance administrative efficiency. This transformation plays a crucial role in streamlining the government apparatus, enhancing effectiveness, and accelerating national development in this new era.”

“As one of those who once took part in the nation’s resistance wars and witnessed the country’s ups and downs, I feel that this restructuring of the political system’s apparatus also carries the significance of a revolution. It is already bringing about profound changes and contributing to making the nation stronger and more prosperous.”

As of July 1, the two-tier local government model officially came into effect nationwide with the goal of being closer to the people, more responsive to their needs, and more efficient in service delivery. Provinces and cities affected by administrative restructuring, including Dong Nai, have now entered formal operations under their newly consolidated structures. While many tasks remain ahead, the encouraging result so far is that the two-tier local government system has been operating smoothly and consistently nationwide.

CARRYING FORWARD THE LESSON OF UNITY AND CONSENSUS

Alongside the ongoing revolution of streamlining the state apparatus, a series of significant policies introduced by the Party and State are being implemented in unison. Notably, the rollout of the "Four Pillars" is expected to help boost economic growth to 8% this year and double digits in the coming years, supporting Vietnam’s pursuit of its two centenary goals: Vietnam aims to become a developing country with modern industry and upper-middle income by 2030 on the occasion of the 100th founding anniversary of the Communist Party of Vietnam and become a developed socialist nation with high income by 2045 on the occasion of the 100th founding anniversary of the nation.

Closely aligning with the strategic direction of the Party and State, Dong Nai Province has remained united and determined, focusing on the coordinated implementation of comprehensive solutions. The province is unlocking and mobilizing all resources, seizing every opportunity, and fully leveraging its potential and advantages to achieve rapid and sustainable development, particularly through targeted actions aimed at reaching double-digit economic growth.

Accordingly, with its strategic vision and bold reform mindset, the Politburo has recently issued four foundational resolutions: Resolution No. 57-NQ/TW (December 22, 2024) on the development of science, technology, innovation, and national digital transformation; Resolution No. 59-NQ/TW (January 24, 2025) on international integration in the new context; Resolution No. 66-NQ/TW (April 30, 2025) on reforming law-making and enforcement to meet national development demands in the new era; and Resolution No. 68-NQ/TW (May 4, 2025) on the development of the private sector economy. These resolutions have garnered broad support from both domestic and international public opinion.

Party General Secretary To Lam has repeatedly affirmed that these four key resolutions of the Politburo serve as foundational pillars of institutional reform, creating a powerful driving force to propel Vietnam into the new era and realize its national vision of becoming a high-income developed country by 2045.

The Party chief also emphasized: “The starting point of the new era is the 14th National Party Congress. From this milestone onward, every Vietnamese citizen, hundreds of millions as one, under the Party’s leadership, will unite in will and action, seize every opportunity, overcome risks and challenges, drive the country towards comprehensive, vigorous, and breakthrough development, enabling it to take off.”
