Establishing a roadmap for digital growth

According to the General Statistics Office, the digital economy refers to economic activities that rely primarily on digital technologies and data, operate within a digital environment, and use information and telecommunications technologies to enhance business production, management, and operational efficiency.

The digital economy comprises both core digital industries (such as manufacturing electronics, computers, optics, wholesale of computers and software, telecom, data processing services) and sectors supported by digitalization, including e‑commerce and financial services.

In Dong Nai, the provincial Party Committee’s Plan No. 433‑KH/TU dated February 28, 2025, implementing Politburo Resolution No. 57‑NQ/TW (December 22, 2024), sets a goal for the digital economy to reach 35–37 % of GRDP by 2030 and 50 % by 2045.

Dong Nai has established a roadmap for the development of science, technology, innovation, and digital transformation, divided into distinct phases: the acceleration phase during 2025–2026; growth and enhancement of endogenous capacity in 2027–2030; and expansion and development through 2031–2040.

In recent times, several sectors related to the digital economy in the province have achieved initial development results, laying the groundwork for promoting the local digital economy.

At the mid‑year review meeting held on July 31 by the Steering Committee on science, technology, innovation, digital transformation, and Project 06, Deputy Director Nguyen Minh Quang of the Department of Science & Technology (DoST) reported that in 2024 the digital economy accounted for 7.42 % of the old Dong Nai province’s GRDP and 7.91 % for the former Binh Phuoc province.

For instance, in recent years, e-commerce has seen continuous growth in Dong Nai. The province has maintained its position among the top 10 localities nationwide in the E-Business Index for nine consecutive years. Dong Nai ranks high across the country in key criteria such as human resources and information technology infrastructure, business-to-consumer (B2C) transactions, and business-to-business (B2B) transactions.

Deputy General Secretary Nguyen Minh Duc of Vietnam E‑commerce Association (VECOM) noted that while Dong Nai has significant digital trade potential, it still trails behind major cities like Hanoi and Ho Chi Minh City. He advised expanding support programs for local businesses, especially e‑commerce training workshops to boost sales and online presence.

In 2025, the Dong Nai provincial People’s Committee issued Plan No. 127/KH‑UBND on e‑commerce development. Its key focus areas include building supporting policies, developing necessary infrastructure, and training digital commerce human resources.

The sector also aims to develop shared data repositories for banking operations, while enhancing cooperation and staying up to date with new technologies and global best practices in science, technology, innovation, and digital transformation.

Setting specific and focused goals

Dong Nai has consistently identified its citizens and businesses as the central focus of both digital transformation and green growth. This approach forms the foundation for broader socio-economic development, aiming to improve the material and spiritual well-being of residents while fostering sustainable business growth and proactive international economic integration. To advance the digital economy, the province has set out specific goals and developed sustainable, targeted development strategies aligned with local realities and development conditions.

By 2030, the province aims to develop a sustainable digital technology industry anchored by the Long Thanh Digital Technology Zone (also called Long Thanh Digital Industrial Park), forming a strategic ecosystem in areas including semiconductors, data centers, Artificial Intelligence (AI), Internet of Things (IoT), big data, cloud computing, and blockchain.

Vice Chairman Le Truong Son of the provincial People’s Committee has requested the DoST to take the lead in studying and proposing concrete solutions to promote the development of the digital economy. In particular, the department is tasked with clarifying key concepts and outlining the development orientation for the core digital economy and digitized economic sectors. This will serve as the foundation for advising the province on building an appropriate roadmap for digital economic growth, thereby ensuring the effective implementation of the set targets. At the same time, it is expected to focus on priority tasks to enhance the digital economy’s contribution to the province’s GRDP.
