Dong Nai: Training on professional skills in drafting and promulgating legal normative documents

On the morning of August 23, the Dong Nai Department of Justice held an online training conference on professional knowledge and skills in drafting and issuing legal normative documents.

At the conference, officials and civil servants from 95 communes and wards were briefed by a provincial-level reporter on key contents according to the 2025 Law on the Promulgation of Legal Normative Docauments, along with a number of related regulations.

Speaking at the conference, Deputy Director of the Dong Nai Department of Justice Tran Thanh Long stressed: Commune-level People’s Committees represented the level of government closest to the people and most closely linked with their daily lives. Therefore, issuing documents in accordance with authority and procedures, while ensuring constitutionality, legality and feasibility, was of great importance. It contributed to improving the effectiveness and efficiency of state management and strengthening socialist legality at the local level. However, in practice, the drafting and promulgating legal normative documents at the commune level still revealed certain shortcomings, such as procedures sometimes not fully followed and the content quality of some documents not fully meeting requirements.

Based on the actual situation above, organizing the training conference this year was highly necessary to promptly provide professional knowledge and skills in drafting, promulgating documents in accordance with regulations, thereby helping to improve the quality of legal normative documents in the coming period.
