Dong Nai strives to disburse 55% of public investment capital by August 31

By August 31, Dong Nai province had disbursed 55% of its public investment capital, with the target of reaching 100% by December 31. According to provincial leaders, the disbursement progress of public investment capital remains slow. As of August 12, the province had disbursed nearly VND 8.7 trillion, equivalent to just over 24.3% of the annual plan. If excluding the capital allocated to the Gia Nghia – Chon Thanh Expressway Project (which has been extended until 2026), the disbursement rate stands at 31.4%.

Vice Chairman of the Provincial People's Committee Ho Van Ha requested the Provincial Land Fund Development Center together with the two task forces, recently established by the Provincial People's Committee to address difficulties and obstacles in compensation, support, and resettlement, to promptly begin carrying out their assigned duties, assisting commune-level authorities in compensation, site clearance, and land valuation. Departments and sectors must further promote their sense of responsibility, promptly provide guidance, and resolve issues for project investors, particularly those related to compensation.

Provincial leaders emphasized a working approach based on the "six clarities": clear personnel, clear tasks, clear timelines, clear responsibilities, clear outputs, and clear authority, along with the application of a "green channel" mechanism to resolve tasks within 24 hours.

Regarding issues related to land prices, measurements, mapping, and economic-technical norms, the Department of Agriculture and Environment is to sign and issue guiding documents today urgently. The Department of Justice is to promptly finalize and advise the Provincial People's Committee on issuing regulations for coordination in the implementation of compensation. Every Thursday, departments, sectors, and project investors must report on progress, difficulties, and recommendations. The Department of Finance will monitor and oversee disbursement progress and publicly post weekly updates on the public investment disbursement results of relevant units and projects.

The People's Committees of communes and wards are required to coordinate with the Provincial Land Fund Development Center to speed up compensation work and make detailed weekly disbursement plans; commune-level leaders are fully responsible for disbursement results according to the registered plan.

Reporting at the meeting, Chu Tien Dung, Deputy Director of the Provincial Land Fund Development Center, stated that the unit is currently implementing five public investment projects related to resettlement infrastructure and transportation. Among them, the Tam Phuoc Ward Resettlement Area Project has a total investment of over VND 643 billion, with VND 200 billion allocated for 2025. To date, disbursement has reached 53.5%. The main difficulty lies in the absence of a specific land price to apply for compensation planning.

The project to develop infrastructure for the over-49-hectare resettlement area in Phuoc Tan Ward has a total investment of more than VND 1.1 trillion, with over VND 192 billion allocated for 2025. Currently, only 5.3% has been disbursed, facing similar obstacles as mentioned above.

For the three roads, DT 769, DT 773, and DT 770B, compensation and site clearance are encountering difficulties due to inconsistencies in unit prices for measurement, boundary marking, and mapping. In addition, technical designs and cost estimates have not yet been finalized.

At the meeting, representatives of departments, sectors, and localities stated that the main reasons for the slow disbursement include the absence of updated regulations on measurement unit prices and the lack of issued economic-technical norms; a shortage of personnel at the commune level to carry out compensation, site clearance, and land valuation; and in many areas, insufficient funding to hire consulting units for land price determination.
