On the morning of August 21, Deputy Minister of Industry and Trade Nguyen Hoang Long chaired an online conference to review the implementation of the direct electricity trading mechanism and renewable energy under Decree No. 57/2025/NĐ-CP on the direct electricity trading mechanism and Decree No. 58/2025/NĐ-CP of the Government on policies encouraging the development of self-produced, self-consumed rooftop solar power.
At the Dong Nai venue, leaders of the provincial Department of Industry and Trade, along with representatives of clean electricity production enterprises in the locality, attended the conference.

On March 3, 2025, the Prime Minister issued Decree No. 57/2025/NĐ-CP on the mechanism for direct electricity trading between large customers and renewable energy power generation units, comprising two forms: Electricity purchase via dedicated connection lines and electricity trading through the national power grid. This policy is an important legal document regulating the direct electricity trading mechanism between renewable energy generators and major electricity users, replacing Decree No. 80/2024/NĐ-CP issued in July 2024.
However, during the implementation process, numerous difficulties and obstacles have arisen that need to be addressed. These challenges are mainly related to policy mechanisms, management, business operations, and the necessity for coordinated, comprehensive, and long-term collaboration among relevant agencies and units to resolve practical difficulties and issues.
Decree No. 58/2025/NĐ-CP, consisting of 5 chapters and 40 articles, took effect on March 3, 2025, replacing Decree No. 135/2024/NĐ-CP on policies encouraging the development of self-produced and self-consumed rooftop solar power. The new decree introduces detailed regulations on preferential mechanisms, particularly for renewable energy projects equipped with electricity storage systems.

In Dong Nai Province, one of the major current barriers and shortcomings lies in the fact that many industrial zones wish to develop rooftop solar power to meet the needs of enterprises. However, numerous infrastructure investors in these zones previously did not include "electricity production" in their environmental permits.
According to the Law on Investment, when a third party invests in a rooftop solar power system to sell electricity to another enterprise, they must carry out procedures to obtain an Investment Registration Certificate.
However, as the environmental permits of industrial zones do not include this business line, investors do not meet the conditions for licensing. In light of this reality, at the conference, leaders of the Dong Nai Department of Industry and Trade proposed that the Ministry of Industry and Trade promptly issue a circular or specific guidance on the authority, process, documentation, and procedures for granting a "Certificate of Registration for Rooftop Solar Power Development" for direct power purchase projects via dedicated connection lines. This challenge is considered a bottleneck that must be addressed promptly to unlock the implementation of these projects.
