Dong Nai Provincial Party Committee member and Vice Chairwoman of the Provincial People’s Committee, Nguyen Thi Hoang, has signed Official Dispatch No. 2993/UBND-KTN, dated August 13, 2025, on intensifying and synchronizing the implementation of measures to prevent and control African swine fever (ASF) across the province.

Accordingly, the Provincial People’s Committee assigned the Department of Agriculture and Environment to take the lead, in coordination with relevant departments, agencies, units, and localities, to urgently implement 10 key tasks.
Specifically, strict compliance is required in the reporting of outbreaks and the organization of epidemic prevention and control in accordance with regulations; mobilizing the entire political system to implement animal disease prevention and control measures; and rectifying and strictly holding accountable collectives and individuals in communes that demonstrate negligence in leadership and direction, leading to widespread outbreaks or an overreliance on veterinary forces.
At the same time, it is important to coordinate with the Department of Finance to focus on mobilizing local resources, promptly advise on arranging funding and disinfectant chemicals for commune-level authorities to completely eradicate ASF outbreaks and prevent the emergence of new ones. Particular emphasis is placed on promptly detecting, preventing, and strictly handling cases of trading, transporting, slaughtering, or consuming sick or suspected pigs, and dumping dead pigs into the environment.
The provincial People’s Committee requested an urgent review, requiring all forces involved in epidemic control to strictly apply personal protective measures, hygiene, disinfection, and sterilization to prevent the spread of the disease during the handling, transportation, and culling of sick pigs. It also called for a thorough and accurate review and assessment of the total pig herd and the number of fattening pigs vaccinated against ASF. On that basis, recommendations are to be made to competent authorities for approving plans, prioritizing funding for centralized vaccine procurement, and organizing synchronized vaccination.
In addition, it is essential to strictly implement the regime of reporting fully, promptly, and accurately disease data on the Vietnam Animal Health Information System (VAHIS), and to strictly handle cases of hiding outbreaks or delaying reports that contribute to the spread of the disease.
The Provincial People’s Committee has also instructed localities to promptly consolidate the Steering Committees for Disease Prevention and Control at all levels, assigning clear responsibilities to each member and directing them to visit areas with outbreaks or at high risk to inspect and reinforce disease prevention and control efforts.
According to information presented at an online conference with communes and wards across the province on African swine fever (ASF) prevention and control, from the beginning of 2025 to August 10, Dong Nai recorded 24 ASF outbreaks in 20 communes, resulting in the culling of 4,115 sick or dead pigs. Compared to the same period last year, the number of outbreaks increased by 187.5%, while the number of pigs culled or dead surged by 718%.
