Dong Nai continues to address obstacles in construction materials for key projects in the South

On the afternoon of August 18, Provincial Party Committee Member and Vice Chairwoman of the Dong Nai People’s Committee Nguyen Thi Hoang chaired a working session to hear reports from the Department of Agriculture and Environment on the progress of legal procedures for stone mines and the allocation of construction materials for key transport projects in the South.

According to the Department of Agriculture and Environment, the provincial People’s Committee has so far licensed the exploitation of eight fill material mines, with total reserves of more than 4.5 million m³. In addition, once land lease procedures are completed in the Tam Phuoc–Phuoc Tan mining cluster, stone mining enterprises will be able to recover about 1 million m³ of soil, enough to supply the Bien Hoa–Vung Tau Expressway Project.

For construction stone, Component Subproject 1 of the Bien Hoa–Vung Tau Expressway has been allocated more than 1 million m³, with contracts signed for about 85%. Component Subproject 2 has been allocated over 690,000 m³, of which about 66% has been contracted. Investors have also proposed an additional 630,000 m³.

In the coming period, the Department of Agriculture and Environment will work with mining enterprises and project investors to finalize the allocation of construction stone from mines subject to the special mechanism, ensuring sufficient supply for the project.

For the Long Thanh International Airport Project, more than 3 million m³ of stone has been allocated. However, actual supply capacity from mines has reached only about 57%, leaving a shortfall of over 1.4 million m³. The reason is that several mines are still entangled in issues related to investment certificates and land, and therefore are not yet qualified to increase their production capacity under the special mechanism.

For other key projects in the province, the Ho Chi Minh City–Long Thanh–Dau Giay Expressway Expansion Project requires about 415,000 m³ of stone from now until the end of the year, of which 230,000 m³ has already been secured. The Ring Road 4–Ho Chi Minh City Project (section from Thu Bien Bridge to the Saigon River) requires more than 18,500 m³ of stone, and a projected supply source has already been identified.

Beyond local projects, some project management boards and investors of other key projects in the South have also suggested Dong Nai’s support in allocating about 2.5 million m³ of materials.

Regarding legal procedures for quarries, the Department of Agriculture and Environment is advising the province on handling one application for extending land-use duration and one application for changing land-use purpose.

Concluding the session, Vice Chairwoman of the provincial People’s Committee Nguyen Thi Hoang emphasized that resolving legal obstacles and allocating construction materials for key southern projects remain priority tasks under the province’s ongoing direction.

Provincial leaders requested that the Department of Agriculture and Environment closely monitor the results of material allocation and proactively coordinate with project management boards, contractors, and mine owners to make timely adjustments when necessary. Mines operating under special mechanisms must be reviewed to determine appropriate plans for continued implementation.

Project management boards must adjust the volume and types of materials allocated to each contractor when needed. Meanwhile, the provincial Police, the Department of Construction, and the Department of Industry and Trade must coordinate strict control measures to ensure that allocated construction materials are delivered to the correct projects.
