The plan aims to enhance the responsibility of party committees and authorities, raise the awareness of commune-level cadres and civil servants, particularly by improving public service ethics, sense of responsibility, and service attitude among the cadre and civil servant force. It also seeks to increase the satisfaction of organizations and individuals when they come to handle administrative procedures.
This builds a style of “Respecting the people, staying close to the people, understanding the people, learning from the people, and being responsible to the people”; “Listening to the people”, “Explaining clearly for the people to understand”, “Guiding the people to do”, “Gaining the people’s trust” and the motto of “Sincerity, proactiveness, prudence, perseverance, tactfulness, and effectiveness” among grassroots-level cadres, civil servants, and public employees.
The Provincial People’s Committee requires 100% of commune and ward-level units across the province and the Dong Nai Provincial Public Administration Service Center to deploy, build, and implement the “Friendly Government” model.

Specifically, the plan calls for the creation of visual propaganda banners and slogans demonstrating the determination to build a “Friendly Government,” with the “4 Request, 4 Always, and 5 No” motto at the entrance gates and within the premises of commune-level People’s Committee headquarters and the Provincial Public Administration Service Center. The phone numbers of the Party Committee Secretary, Deputy Secretaries, Commune/Ward People’s Committee Chairpersons, Vice Chairpersons, and commune-level cadres and civil servants will be publicly disclosed.
In this model, every official and civil servant must be exemplary and strictly adhere to regulations on ethical and lifestyle standards, warmly welcome, thoroughly explain, and diligently guide citizens and organizations in handling administrative procedures.
Notably, they must strictly implement the “4 Request”, including greeting, apologizing, thanking and asking for permission”. The “4 Always” means always smiling, always being gentle, always listening to, and always helping others. The “5 No” requirement is about saying no to the following manifestations such as authoritarianism, arrogance, causing difficulties or hassles; bureaucracy, indifference, irresponsibility; corruption, wastefulness, group interests; flattery, favoritism, dishonesty; and exploitation of position or power in the execution of official duties.
The Provincial People’s Committee has directed that free internet and Wi-Fi connections must be provided for citizens who come to have their administrative procedures handled at commune and ward-level People’s Committee offices. This ensures that organizations and citizens have convenient transactions, with no barriers between cadres, civil servants, and the people during their work.
Additionally, government operations are to be built in a close and friendly manner, such as: organizing visits, congratulate and encourage citizens; organizing wedding certificate ceremonies at commune and ward-level People’s Committee offices; delivering birth certificates and health insurance cards (through interlinked procedures) at home; and sending thank-you letters to organizations and individuals who have contributed their efforts, intellect, and material resources to the construction of the Party, the government, and the community.
Notably, in August 2025, the Provincial People’s Committee has requested that all 95 wards and communes in the province urgently establish steering committees for building the “Friendly Government” model, with the Chairperson of the commune-level People’s Committee directly serving as the Head of the Steering Committee. Simultaneously, the steering committees must issue a Plan for Building the “Friendly Government,” clearly assigning specific tasks to individuals and collectives, thereby implementing the “Friendly Government” model in the communes and wards of Dong Nai province.
To ensure strict implementation of the plan, the Provincial People’s Committee has assigned the Department of Home Affairs, in coordination with relevant departments and agencies, to issue the criteria for recognizing the “Friendly Government” model at the commune level in 2025. This will be used to evaluate whether commune and ward-level People’s Committees meet the “Friendly Government” standards by the end of 2025.
