Le Truong Son, Member of the Standing Board of the provincial Party Committee and Vice Chairman of the People’s Committee of Dong Nai province, has signed and issued Plan No. 69/KH-UBND dated August 27, 2025, on the implementation of 5G and Internet of Things (IoT) infrastructure in industrial zones and clusters across the province in 2025.

The plan aims to transition from a traditional telecommunications network to an information technology-based infrastructure, developing a modern and synchronized digital foundation to accelerate digital transformation across the province. It is expected to contribute to digital economic growth and support the effective implementation of Politburo Resolution No. 57-NQ/TW, with a target of achieving at least 50 percent 5G network coverage throughout the province. The plan also seeks to create favorable conditions for telecommunications enterprises operating locally to deploy infrastructure, enhance coverage quality, and deliver 5G services.

The plan outlines three core tasks for 2025: building 5G base stations and core networks; deploying IoT platforms; and testing and optimizing 5G service quality and IoT applications in real-world environments.

The provincial People’s Committee has assigned the Department of Science and Technology to supervise, urge, and direct telecommunications enterprises in deploying 5G network infrastructure across the province in line with regulations. The Department will take the lead in coordinating with relevant units to guide, monitor, and support businesses in implementing the assigned tasks.

In addition, the Department is tasked with promptly addressing difficulties and obstacles during implementation and working closely with major network operators, such as Viettel, VNPT, and MobiFone, to develop detailed roadmaps and plans for installing 5G base stations in industrial parks and clusters.

Meanwhile, the Department of Construction is responsible for guiding and inspecting the construction and installation of base stations and underground cables, ensuring compliance with approved planning and licensing procedures. It is also required to review and simplify administrative procedures related to the licensing of telecommunications and IoT infrastructure, ensuring transparency, speed, and adherence to regulations.

During the formulation, appraisal, and consultation of industrial zone and cluster planning projects, relevant authorities must incorporate shared technical infrastructure components, such as 5G base stations, underground conduits, and fiber-optic cable systems, into these planning documents to optimize investment costs and enhance the urban aesthetics of industrial zones and clusters.
