Regarding internal administrative procedures, the Department of Science and Technology proposed to reduce and simplify 7 out of 9 administrative procedures; the Department of Finance, 48 out of 64 administrative procedures; and the Department of Construction, 18 out of 35 administrative procedures.
The proposals focused on reducing dossier requirements, shortening processing times, and streamlining internal procedures. Many administrative procedures were proposed to have their processing times cut by 50 percent or more, delivering clear benefits to both residents and businesses.
In addition to the achieved results, the Department of Home Affairs noted that some agencies have only stopped at counting quantity without detailing solutions to reduce time and procedures. In addition, several units have focused mainly on administrative procedures related to production and business, while not conducting a comprehensive review of internal administrative procedures.
Earlier, the provincial People's Committee issued Plan No. 49/KH-UBND dated August 13, 2025, on reducing and simplifying regulations related to production and business activities as well as internal administrative procedures in Dong Nai Province in 2025 (Plan No. 49). The objective of reviewing, reducing, and simplifying administrative procedures is to improve the effectiveness of state management and enhance the business and investment environment. At the same time, it aims to strengthen the province's Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR INDEX), and the Satisfaction Index of Public Administration Services (SIPAS).
The provincial People's Committee also issued Decision No. 763/QĐ-UBND dated August 15, 2025, to establish a Working Group for reviewing administrative procedures related to production, business activities, and internal administration (Working Group) with Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Le Truong Son as the head of the group, Director of the Department of Home Affairs as the permanent deputy head and Chief of Office of the Provincial People's Committee as the deputy head.
To effectively implement the tasks outlined in Plan No. 49 of the provincial People's Committee, the provincial Working Group emphasized that agencies should continue conducting a comprehensive review of both administrative procedures related to production and business, as well as internal administrative procedures; boldly propose breakthrough solutions; apply information technology; expand online public services; and strengthen coordination in reviewing interconnected administrative procedures.
