(ĐN) - Recently, banking sector in Dong Nai has implemented multiple solutions to connect to and utilize the national database on population, citizen identification cards (CIC), as well as electronic identification and authentication in developing electronic banking services, account services, and online payments.

Specifically, credit institutions (CIs) in the province have strengthened biometric authentication using population data (through chip-based CIC cards and VNeID accounts) and promoted the application of electronic banking to implement Decision No. 06/QĐ-TTg of the Prime Minister approving the Project on developing applications of population data, identification and electronic authentication to serve the national digital transformation in the period of 2022 -2025, with a vision to 2030 (abbreviated as Project 06/CP).
Diversifying digital banking services
In Vietnam, as of 2025, it is estimated to have more than 30 digital banking applications such as VCB Digibank, Agribank Plus, Open Smart Bank, BIDV SmartBanking, VietinBank iPay, Techcombank Mobile, etc.
According to the Region 2-based State Bank of Vietnam (SBV) (responsible for banking, monetary, and foreign exchange operations in Ho Chi Minh city and Dong Nai province), in terms of developing the banking service network, Dong Nai currently has 132 units, including 88 bank branches. CIs in the province focus on developing modern payment services and promoting digital transformation in banking operations, thereby providing many safe, convenient, and practical digital banking services for residents and businesses, etc.
Nguyen Sy Cuong, Deputy Director of the Dong Nai-based Vietnam Bank for Social Policies (VBSP) shared: Recently, the branch has strongly applied digitalization in credit operations, helping customers to make flexible payments, secure their information, save costs, reduce transaction time, meet customer needs, and ensure the safety of the policy credit payment system.
“Specifically, the branch has deployed the Policy Credit Management application, enabling the bank and entrusted political organizations perform better in directing, operating, and implement policy credit activities; providing information on policy credit operations and activities of entrusted mass organizations, and saving and loan groups. As of the end of July 2025, 100% of saving and loan groups in the province conducted transactions with the bank through this application” - Cuong added.
Similarly, Bui Van Thanh, Deputy Director of the Bien Hoa-based Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) said: The branch has implemented synchronized solutions for customers to make non-cash transactions; promoted the rollout of QR codes, QR Sound at businesses and small traders in many areas in the province to increase online payment methods and limit cash usage. The branch also launched the new X version of BIDV SmartBanking for individual customers and the BIDV Direct application for cooperate customers, both with outstanding features and advantages.
Nguyen Duc Lenh, Deputy Director of Region 2-based SBV, said: Banking in Dong Nai will continue expanding and doing customer authentication solutions via chip-based CIC cards and implementing customer authentication solutions through the VNeID application in account opening and use of electronic banking services.
Also according to Deputy Director of Region 2-based SBV, if implemented effectively, this activity will bring significant benefits in many aspects such as: improving service quality, ensuring safety and efficiency in banking operations, limiting and preventing risks, preventing and combating high-tech crimes, and developing digital banking services.
Promoting the implementation of Project 06/CP in the banking sector
CIs in the province are increasingly developing and expanding online banking services, effectively connecting to and exploiting the National Database in the banking sector’s digital banking development plan and administrative procedure reforms; promoting digital transformation in cashless social welfare payments. Through this, they are enhancing solutions to effectively implement the Government’s Project 06/CP in the banking sector.
Deputy Director Nguyen Duc Lenh of Region 2-based SBV shared: To effectively implement the Government’s Project 06/CP and the SBV’s plans for carrying out the project, the banking sector in Dong Nai will continue to fulfill its sectoral tasks and plans, while also perform well in media work on promoting the application of electronic banking and implementing Project 06/CP in the local banking sector.
CIs will roll out mechanisms, policies, and programs from the SBV and their headquarter on implementing Project 06/CP. This includes ensuring the collection of population data and cleansing customer data; implementing biometric authentication; and improving service and product quality, etc. so that citizens and bank customers can follow regulations and conveniently, efficiently use banking services.
Bui Van Thanh, Deputy Director of Bien Hoa-based BIDV shared: So far, 100% of new account holders and over 90% of available customers with payment accounts at the branch have undergone biometric authentication as required, with the remaining 10% largely being inactive customers. Similarly, nearly 100% of corporate customers at the branch have completed biometric authentication procedures as required.
“Bien Hoa-based BIDV is connecting and cooperating with public administration service centers in the province to deploy non-cash payment solutions and expect to implement identified tax collection for estate in the near future. In addition, the branch is integrating with the National public service System to roll out many online banking services and utilities” - Thanh said.
According to Deputy Director Nguyen Sy Cuong of Dong Nai-based VBSP, now the branch has connected to the National Database on population to verify customer information in deploying the VBSP SmartBanking service. Transaction offices have increased promotion, guidance, account opening for VBSP SmartBanking, and biometric enrollment for customers; authenticated customers via the VNeID application in account opening and applying banking services to ensure uninterrupted, safe, and secure payment and transaction activities.
According to the SBV, as of early July 2025, more than 120.9 million customer files (CIF) have been biometrically verified via chip-based CIC or VNeID; over 1.2 million corporate customer records have been verified biometric data. Currently, 57 CIs and 39 payment intermediaries have deployed applications for chip-based CCCD cards via mobile apps; 63 CIs have deployed them via in-branch devices; 32 CIs and 15 payment intermediaries are implementing VNeID applications, etc.
