According to the plan, Commune-level Women’s Congresses must be completed before October 30, 2025. For communes and wards that are not undergoing consolidation or merger, the Congresses will cover four main contents: reviewing women’s movements; summarizing the implementation of resolutions from the 2021-2025 term and setting directions and tasks for the 2025-2030 term; reviewing the leadership and direction of the Executive Committee; discussing and contributing opinions to the draft documents of the Provincial Women’s Congress and the 14th National Women’s Congress as well as proposing amendments to the Union’s Charter. The Congresses will also decide on the number and structure of personnel, elect the Executive Committees, and elect delegates to attend the Provincial Congress.
For communes and wards that are being consolidated or merged, the Congresses will focus on two main contents: reviewing women’s movements and summarizing the implementation of the 2021-2025 resolutions; and setting directions and tasks for the 2025-2030 term, based on the resolutions of the pre-merger Congresses. Furthermore, delegates will also contribute opinions on draft documents of the Provincial Women’s Congress and the 14th National Women’s Congress and propose amendments to the Union’s Charter.
To ensure the Congresses are conducted on schedule and meet requirements, the Provincial Women’s Union instructed Commune- and Ward-level Women’s Unions to report to local Party Committees and the Standing Boards of the Vietnam Fatherland Front at the same level on the plan, establish subcommittees or working groups for preparation, and finalize draft documents and personnel plans by October 10. These drafts must be submitted to the Party Committees and Commune-level Fatherland Front’s Standing Boards before being sent to the Standing Committee of the Provincial Women’s Union. Meanwhile, units selected to hold pilot Congresses must complete them before September 30.
