On the occasion of the 80th anniversary of the Traditional Day of the Vietnam People’s Public Security Force (August 19, 1945 – 2025), Dong Nai Newspaper, Radio and Television interviewed with Colonel Tran Anh Son, Deputy Director of Dong Nai Provincial Public Security, to reflect on the glorious journey of the past and reaffirm the determination and responsibility of the Public Security force in the current period, for the peace of the people and the development of the homeland and the country.

Glorious Tradition
Q: Over the past 80 years, which historical marks and outstanding achievements of the People's Public Security force have left the most profound impression on your memory?
A: After 80 years of building, fighting, and growing, the People's Public Security force has left many historical marks and glorious achievements. Among them, I always remember two outstanding historical and milestone achievements of the People's Public Security force. First of all, the solving of the On Nhu Hau Street case (July 12, 1946) in Hanoi - one of the first golden pages in the history of the People's Public Security force: the Northern Public Security force promptly prevented the coup plot of the reactionary organization "Vietnam Nationalist Party", protecting the young government. Next came Plan CM12 (September 1981 – 1984), a pinnacle of intelligence and counter-intelligence artistry by the Vietnam People’s Public Security force. It was a flawless operational plan in which we gained complete control over all armed infiltration activities from abroad, organizing the capture of 18 infiltration trips and 189 individuals, seized 143 tons of weapons, 90 tons of ammunition, 1.2 tons of explosives, and 14 tons of counterfeit currency, and apprehended the ringleaders as they attempted to re-enter the country.
Building a two-tier local police model along the lines of “elite, streamlined, strong, oriented toward the grassroots” and “comprehensive province; strong commune, close to the grassroots” helps the provincial police force truly be close to the people and operate more effectively. Most importantly, it contributes to enhancing combat capacity, preserving the peace of people’s lives, and meeting the requirements of safeguarding security and order in the new situation.
Those historical milestones and feats of arms engrave ever more deeply the unchanging ideal: the People’s Public Security is a sharp “sword,” absolutely loyal in defending the Party, serving the Fatherland, and serving the people. At the same time, this ideal springs from tradition, from the education and training of the Party and of the great Uncle Ho; from the shining examples of officers and soldiers who fought with steadfast courage and made heroic sacrifices. That steadfast, indomitable fighting spirit seems to have been passed down like a flame to this very day. Although the country is no longer at war, the blood of People’s Public Security officers and soldiers is still shed for the peaceful lives of the people.
Q: What core values do you see from the 80-year tradition of the People's Public Security that are still valid and need to be vigorously promoted in the current context?
A: Drawing from the 80-year glorious tradition of the People’s Public Security, I believe three core values remain intact and must be vigorously promoted. First is absolute loyalty to the Party, the Fatherland, and the people as the foundation for the force to fulfill every task, in any circumstance. Second is a close bond with the people, relying on them to safeguard security and order; serving the people and viewing their peace as the highest goal. Third is steadfastness, resourcefulness, courage, and a readiness to sacrifice for the cause of safeguarding the Fatherland’s security. Promoting these values is the way for today’s Public Security force to be worthy of the trust and affection of the Party, the State, and the people, while also meeting the demands of tasks in the new era.

Building Forces and Efficiency from Grassroots Public Security
Q: Dear Comrade, what are the specific benefits of merging the Provincial Public Security and Commune-level Public Security, instead of establishing District-level Public Security, in terms of organization, operation, and efficiency of ensuring local security and order?
A: The merger of the provincial- and commune-level Public Security, without establishing a district-level Public Security, together with the implementation of a two-tier local government, is a major policy of the Party and the State aimed at building a People’s Public Security force that is truly “elite, streamlined, strong, efficient, and effective.” This change is not merely an organizational adjustment but also brings tangible benefits in three key areas.
First, regarding organization: It reduces intermediary contacts, shortens management layers, ensures centralized and unified command from the province to the grassroots, and reorganizes personnel, assigning cadres according to their roles, thus eliminating overlaps and dispersions of forces. It enhances specialization, coordination among teams and departments, and improves overall capacity after the merger.
Second, in terms of operations, it shortens the time needed to receive and process information, allowing for quicker deployment of tasks. It boosts coordination among professional forces, enables reasonable mobilization and management of resources, reduces waste, and increases operational flexibility in patrols and controls.
Third, regarding the effectiveness of security and order work: It enhances the ability to monitor situations proactively, prevent and combat crimes at the grassroots level, maintain security and order, and create a stable environment conducive to local economic and social development. Additionally, it increases public satisfaction through administrative reforms, providing fast, convenient, and transparent services.

Q: How can streamlining the apparatus affect the ability to reach and serve people in remote or complex areas? What solutions are needed to overcome this, Sir?
A: Streamlining the apparatus is a significant policy to improve the capacity and efficiency of the Public Security force. However, we are also aware that this process can impact the ability to reach and serve people, especially in remote areas or those with complex security and order issues.
To address this, we have implemented several solutions simultaneously, including reasonable force arrangements, establishing local working groups, increasing troop numbers in key areas, and deploying forces to maintain security and order on the spot. Additionally, we focus on enhancing the capacity of grassroots cadres. Each cadre and soldier is trained to handle situations quickly, possesses strong mass mobilization skills, and knows ethnic minority languages, enabling them to connect with and build trust among the people.
We are strengthening the one-stop department to reduce administrative procedures for the public, such as issuing citizen ID cards, electronic identification accounts, registering means of transport, and processing applications for issuing or re-issuing driving licenses.
Colonel Tran Anh Son, Deputy Director of Dong Nai Provincial Police, emphasized: “Adapting to the digital age is not only a requirement but also a responsibility. We have deployed the National Population Database, issued electronic chip ID cards, and applied digital artificial intelligence and big data analysis to prevent and combat crime... At the same time, we have assembled a team of scientific and technical experts with knowledge, qualifications, strong political will, creativity, and the ability to develop digital technology products, ready to “combat” both in cyberspace and in the field.
Furthermore, we are utilizing technology through the deployment of security camera surveillance systems directly connected to the Provincial Police command center, along with a 24/7 hotline to help people report news promptly.
Promoting the strength of the entire community through models like "Security Bell”, "Self-managed Safety Teams” in ethnic minority areas, "Peaceful Catholic Villages” in religious places, or "Shock Workers" in industrial zones helps the police receive information and respond swiftly at the grassroots level. With this approach, even with a streamlined apparatus, we still ensure a rapid and effective presence, especially in outlying, specialized, or remote areas, so that the peace of the people is always firmly safeguarded.
