Building Ta Lai into a comprehensive and sustainable new-style rural commune associated with preserving national culture

On the morning of August 15, the Ta Lai Commune Party Committee held the 1st Congress of Delegates for the 2025-2030 term. Attending and delivering directives at the congress was Ms. Dang Minh Nguyet, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, and Chairwoman of the Long Khanh Ward People's Council.

Also in attendance were Provincial Party Committee Member, Secretary of the Party Committee, Chairman of the People’s Council of Tan Phu Commune Tran Quang Tu, representatives of the provincial Party departments, leaders of localities across the province and 150 delegates representing over 750 Party members of the commune’s Party Committee.

During the 2020–2025 term, the Party Committees of Ta Lai, Phu Lap, and Phu Thinh communes (before the merger)  successfully met and exceeded 98 out of 107 targets set by their congress resolutions. Of these, 12 targets were surpassed significantly compared to initial goals.

In her remarks, Member of the Provincial Standing Party Committee, Party Committee Secretary, Chairwoman of the Long Khanh Ward People's Council Dang Minh Nguyet acknowledged and commended the achievements of the Party Committees before the merger. At the same time, she basically agreed with and highly appreciated the orientations, objectives, five key tasks, and two breakthrough areas outlined in the political report. She emphasized that these orientations are consistent with the commune’s potential, advantages, and sustainable development requirements in the new phase.

Member of the Provincial Standing Party Committee, Party Committee Secretary, Chairwoman of the Long Khanh Ward People's Council Dang Minh Nguyet noted that while the establishment of Ta Lai Commune’s Party Committee through the merger of three administrative units brings opportunities, it also presents challenges. With the spirit of “pursuing innovation and stability simultaneously", she urged the Party Committee to focus on leadership, swiftly stabilize its organizational structure, unify ideology, and harness the strengths of each former locality, while addressing shortcomings identified. The commune must build a streamlined, effective, and efficient government apparatus that stays close to the people and works for the people, striving to develop Ta Lai into a comprehensive and sustainable new rural commune rooted in the preservation of national culture.

Along with that, she further stressed that the Party Committee of Ta Lai commune must exercise all functions, tasks, and powers to ensure the Party's directed and comprehensive leadership over local development. The commune’s Party Committee also has to ensure thorough implementation of new orientations of the congress, strengthening internal consensus within the Party Committee, and fostering public trust and support.

“More than ever, we must promote the strength of solidarity and unity to overcome difficulties. Building consensus within the Party Committee is paramount and has decisive significance in line with the spirit that ‘every sky is part of the Fatherland’s sky’. Building a government apparatus that is close to the people, honest, efficient, and to enhance the quality of services for people, ensuring that citizens’ requests are addressed promptly at the commune level.” Member of the Provincial Standing Party Committee Dang Minh Nguyet emphasized.

The Party Committee is tasked with building a cadre of officials and civil servants with strong political will, ethical integrity, sufficient knowledge, competence, and experience, daring to innovate, be creative, willing to take responsibility, walk the talk, and act as a bridge between the people and the government, meet the requirements of the tasks in the new period. They must also decisively implement the principle of “local decisions, local implementation, local accountability” shifting from a mindset of “administrative management” to one of “service and development facilitation.”

The commune also has to promote digital transformation in governance and administration, focus on further improving the effectiveness of its Public Administrative Service Center, ensure that 100% of eligible public services are provided fully online, as well as invest in infrastructure and human resources to guarantee effective operations.

Member of the Provincial Standing Party Committee Dang Minh Nguyet noted that immediately after the congress, the Commune Party Committee urgently completed the action plan to implement the congress resolution, with clear assignments of tasks, responsibilities, timelines, and expected outcomes. It must also establish new working regulations of the new term Party Committee to ensure the leadership, orientation, and implementation of political tasks of the Commune Party Committee. The commune also has to implement well the motto “The Party speaks - the people trust; the government acts - the people support; the Fatherland Front and mass organizations mobilize - the people follow.”
