An easily understood theme facilitates smooth implementation

Recently, the 11th Provincial Party Executive Committee of Dong Nai announced the draft Political Report to be presented at the 2025–2030 Provincial Party Congress, seeking feedback from all levels, sectors, agencies, units, Party members, and the public. The draft documents for this Congress have been carefully prepared, offering a comprehensive overview of all sectors, especially the achievements and shortcomings of the 2020–2025 term, and setting out clear, specific tasks and solutions for economic–social development, as well as for strengthening national defense and security in the 2025–2030 term. While I generally agree with the issues addressed in the draft, as a Party member, I would like to offer some contributions regarding the Congress theme.

In the 5th draft of the Political Report to be presented at the 2025–2030 Provincial Party Congress, the 11th Provincial Party Executive Committee proposes the theme: “Strengthening the building and rectification of a pure, strong, and comprehensive Party and political system; promoting the strength of great national unity, promoting the province’s internal strength; proactively seizing opportunities, advancing science–technology, innovation, and digital transformation; achieving rapid, sustainable socio-economic development and improving people’s living standards; ensuring national defense, security, and border sovereignty; building Dong Nai towards a green, civilized, and modern province, joining the nation in entering a new era.” In my opinion, this theme is still lengthy, and the level of generalization within each component is not high.

For the first component – “Strengthening the building and rectification of a pure, strong, and comprehensive Party and political system”, I propose removing the “strengthening” phrase at the start. This way, we clearly affirm that one of the important and regular tasks of the provincial Party in the next term is “Building and rectifying a pure, strong, and comprehensive Party and political system.”

In the second component – “Promoting the strength of great national unity, promoting the province’s internal strength”, I suggest adding the phrase “to the highest degree” after “promoting.” During his lifetime, President Ho Chi Minh affirmed the truth: “Unity, unity, great unity – Success, success, great success.” Therefore, if we promote the strength of national unity to the highest degree, the people’s revolutionary cause will surely achieve “great success.” In addition, I propose removing the repeated “promoting” phrase in the second clause and replacing it with “and,” as the original 16-word component contains 4 repetitions of the same word. Moreover, if the phrase “promoting” is retained, the second clause would become a separate component and an independent proposition. Also, I recommend replacing “the province’s internal strength” with “all resources,” because relying on internal strength alone is not enough for the cause of building and defending the nation. In today’s era of global integration, if we fail to utilize both domestic and foreign resources, including foreign investment and non-refundable aid from international organizations, it would be a shortcoming. With these adjustments, the second component would read: “Promoting to the highest degree the strength of great national unity and all resources.” This wording is clearer, easier to understand, and easier to implement, while ensuring the mobilization of all resources for the cause of building and firmly safeguarding the Socialist Republic of Vietnam.

For the third and fourth components – “Proactively seizing opportunities, advancing science–technology, innovation, and digital transformation; achieving rapid, sustainable socio-economic development and improving people’s living standards”, I fully agree. In the fifth component – “Ensuring national defense, security, and border sovereignty”, I believe the task of ensuring national defense and security is entirely appropriate. However, regarding “border sovereignty,” I propose adding the “safeguarding” phrase before it. The fifth component would then read: “Ensuring national defense, security, and safeguarding border sovereignty.”

The sixth component currently reads: “Building Dong Nai towards a green, civilized, and modern province, joining the nation in entering a new era.” Here, I suggest replacing “towards a green” with “prosperous,” because the meaning of “prosperous, civilized, and modern” already encompasses “green, clean, and beautiful.” At the same time, I propose removing the ending phrase of “joining the nation in entering a new era,” since the Party has already affirmed that Vietnam is entering a “new era”, a new stage of development with the goal of building Vietnam into a nation that is “prosperous, strong, democratic, equitable, and civilized”. There is no reason for Dong Nai to lag behind. Once we have become a prosperous, civilized, and modern province, it is self-evident that we are already advancing with the rest of the country into the new era.

The 2025–2030 Dong Nai Provincial Party Congress marks a special milestone. This is the first term following the administrative merger, ushering in a new stage of development with ever-higher demands in modernization, innovation, scientific and technological advancement, digital transformation, and green transition…

The Congress documents must reflect a strong political will and the determination of the provincial Party Committee and the people to drive comprehensive renewal. Digital transformation, in particular, should be a defining highlight and a consistent driving force throughout the term, a vital tool to enhance leadership, governance, and public service effectiveness. It is essential to put forward solution groups for building digital infrastructure, e-government, a digital economy, and a digital society. Special attention should be given to developing digital infrastructure in border, remote, and isolated areas, as inadequate facilities and infrastructure could become obstacles that “tie our feet” and hinder the digital transformation process. Alongside infrastructure development, the role of community-based digital technology teams should be promoted to support people in accessing and learning, enabling them to become true digital citizens.

In the draft Resolution of the Dong Nai Provincial Party Congress, there is a section stating: “Developing culture, society, healthcare, and education in line with economic growth; continuously improving the material and spiritual well-being of the people.” This is a strategic direction that demonstrates a vision for sustainable, comprehensive development, placing people at the center of all policies. Education and training, in particular, play a pioneering role in preparing high-quality human resources for industrialization, modernization, and international integration.

To successfully achieve this goal, I believe Dong Nai should continue to: reform education governance mechanisms, enhance autonomy and accountability; increase investment in facilities, equipment, and teaching staff; expand international cooperation to adopt advanced models; strengthen connections between schools, businesses, research, and technology transfer centers; and accelerate digital transformation in education and training.

Education development is not only the foundation for improving quality of life but also the key for Dong Nai to make breakthroughs in its industrialization and international integration journey.
