As a locality hosting numerous nationally and provincially significant transport infrastructure projects, Dong Nai is ramping up implementation efforts, aiming to complete construction and put these projects into operation as early as possible.

For national-level transport infrastructure projects currently under development in the province, Dong Nai has been tasked with key responsibilities, including construction, site clearance, and the supply of construction materials.

Prioritizing site clearance work

Site clearance has always been regarded as a critical task in the implementation of infrastructure projects, especially in the transport sector. In Dong Nai, in addition to the Long Thanh International Airport project, the province is also undertaking land clearance for several expressway and ring road developments.

According to Mr. Vo Tan Duc, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee, Dong Nai has completed site clearance and fully handed over land to contractors for both the Long Thanh airport and Ring Road 3 – HCM City projects. For the Bien Hoa – Vung Tau Expressway, the province has handed over all land for Component Project 2. Meanwhile, land handover for Component Project 1 has reached 99%, with the remaining portion expected to be delivered in August 2025.

Regarding the Ben Luc – Long Thanh Expressway, specifically the section from National Highway 51 connecting to the Bien Hoa – Vung Tau Expressway, provincial authorities have completed the land inventory and are in the process of selecting a consulting unit to determine land prices for compensation.

"Dong Nai is striving to complete land handover for this section by August 2025," Chairman Vo Tan Duc affirmed.

In parallel, for the construction of a 6.6 km segment of the HCM City – Thu Dau Mot – Chon Thanh Expressway, Dong Nai needs to acquire approximately 72 hectares of land. According to the provincial People's Committee, all 257 land lots within the project scope have been surveyed. Of these, 36 lots, totaling nearly 20 hectares, have already been voluntarily handed over to the provincial Land Fund Development Center.

According to the plan, three national key transport infrastructure projects will officially break ground on August 19, 2025, within Dong Nai's territory. These include Component Project 1 of the Gia Nghia – Chon Thanh Expressway; the Dau Giay – Tan Phu Expressway; and the expansion project of the HCM city – Long Thanh section of the HCM City – Long Thanh – Dau Giay Expressway. For these projects, provincial Party Committee member and Vice Chairman of the People's Committee Ho Van Ha has instructed the Land Fund Development Center and relevant agencies to focus on compensation and site clearance tasks.

Determined to open two component projects to traffic

Alongside land clearance work, Dong Nai has also been assigned responsibility for the construction of Component Project 1 of the Bien Hoa – Vung Tau Expressway and Component Project 3 of the Ho Chi Minh City Ring Road 3.

According to Vice Chairman Ho Van Ha, following the Prime Minister’s directive, the province aims to complete technical traffic opening for both projects before December 19, 2025.

Deputy Director Nguyen Linh of the provincial Project Management Board for Construction Investment, reported that Component Project 3 of the Ring Road 3, covering more than 11 kilometers in Dong Nai, is progressing well, with all three main construction packages currently underway. As of the end of July 2025, construction output had reached nearly 43% of the total contractual value.

Meanwhile, for Component Project 1 of the Bien Hoa – Vung Tau Expressway, after initial difficulties due to land clearance delays, project progress is now accelerating to compensate for earlier setbacks.

To ensure that both projects are opened to technical traffic by the December 19 deadline, the provincial People's Committee has instructed relevant agencies to enhance on-site inspection and supervision. Contractors have also been urged to mobilize additional manpower and equipment, adopting an intensive 24/7 work model to fast-track construction progress.
