According to the Department of Construction, Dong Nai has been assigned a target of completing 20,800 social housing units between 2025 and 2030, with at least 2,600 units to be finished in 2025. The province currently has approximately 700 hectares of public land and 394 hectares allocated from the 20% land fund within commercial housing projects designated for social housing development.
The province has classified these projects into three groups. The first group consists of 15 projects with identified investors, totaling 20,500 units. The second group includes 20 projects that have received investment approval but have not yet secured investors, covering 12,600 units. The third group comprises 9 projects currently under assessment, with an estimated scale of 10,900 units.
By 2025, Dong Nai aims to break ground on 13 projects, delivering nearly 12,000 units and completing around 3,000 units, exceeding the target set by the government.
Several real estate companies, including Kim Oanh Group, D2D, and Long Thanh Riverside, have proposed developing social housing on the 20% land fund within their commercial projects. Vice Chairman Ho Van Ha emphasized that this approach is more efficient, as it accelerates progress compared to projects on public land.
The provincial authorities have instructed local governments to finalize the 2025 land-use plan to facilitate project approvals. Additionally, the Department of Finance has been tasked with reviewing and adjusting investment policies to enable commercial housing developers to participate in social housing projects. Investors are encouraged to streamline administrative procedures in parallel so that construction can begin immediately upon approval.
