The circular will come into force on October 1, but the date when toll collection kicks off will be decided by the Ministry of Transport.
Circular 134/2012/TT-BTC stipulates the toll fees on National Highway 51 range from VND20,000 to VND160,000 per crossing, depending on vehicle types.
Specifically, vehicles with fewer than 12 seats, trucks under two tons and buses will pay the lowest fee of VND20,000. Vehicles of 12-30 seats and trucks weighing 2-4 tons are subject to the toll rate of VND30,000.
Vehicles with more than 31 seats and 4-10 ton trucks will pay VND44,000 for each crossing, while the fee is VND80,000 for trucks weighing from 10 to 18 tons and 20-feet container trucks. Trucks over 18 tons and 40-feet container trucks will be levied the highest fee of VND160,000.
Under the contract signed with the Vietnam Road Administration, the National Highway 51 project should have been completed on August 8.
However, in a report sent to the transport ministry, the project owner Bien Hoa-Vung Tau Expressway Development JSC said the company had yet to receive cleared sites to develop a 1.6-km section in Bien Hoa City and a 3.5-km bypass to avoid Long Thanh Town in Dong Nai.
The project owner pledged that once the cleared sites were handed over, the section in Bien Hoa City would be finalized within three months and the bypass would be complete within six months.
The project, to expand National Highway 51 stretching 72.7 kilometers between Dong Nai and Ba Ria-Vung Tau, started in August 2009 with total capital of VND3.3 trillion.
The fact that the project is now behind schedule greatly impacts goods transport from HCMC, Binh Duong and Dong Nai to Cai Mep-Thi Vai Port.
