This is an initial legal foundation for the deployment of the second phase of national one-door customs mechanism for the Ministry of Finance, the Ministry of Industry and Trade and the Ministry of Transport according to Decision 48/2011/QD-TTg.
The issuance of this circular will help Vietnam enhance the application of information in dealing with administrative procedures and exchanging information among the ministries and will be premise to change the management method of state management agencies for exported, imported and transshipped goods and transportation vehicles, contributing to creating favorable conditions for enterprises.
The circular’s content focuses on necessary legal matters in deploying the second phase of national one-door customs mechanism for three ministries, including the Ministry of Finance, the Ministry of Industry and Trade and the Ministry of Transport.
Under this mechanism, import and export enterprises when performing customs procedures need to exchange information and hand in standardized documents through electronic means to accomplish requirements relating to their import and export activities and transshipped goods and transportation vehicles.
A circular will take effect on August 28, 2013.
