According to the circular, foreign employees will have to submit a full set of application forms to their employers, including a resume, health certification and a copy that states professional competence.
Labourers who work in traditional crafts or have experiences in these fields but do not possess a professional competence certificate must show proof of at least five years of work experience in their vocation. Footballers must submit an additional list of previous clubs they played for.
Employers and employees will have to sign working contracts under Vietnamese laws.
In case the foreign employee comes to work for more than 10 consecutive days or a total of 30 days a year in cities and provinces in the central government, his employer, the Vietnamese partner or representative of the foreign non-governmental organisation, will have to supply valid documents of the employee to the local department of Labour, Invalids and Social Affairs.
Employers will be required to publicise vacancies in the media at least 30 days before the closing date.
The advertisement with have to contain information on the number of people required, job details, requirements to apply, salary offered and work conditions.
