Xuan Phu ready to enter new stage of development

Xuan Phu Commune was established on the basis of merging Xuan Phu and Lang Minh communes of the former Xuan Loc District.
During the 2020–2025 term, the former Xuan Phu and Lang Minh communes made great efforts to fulfill their local political tasks and achieved many positive results. To tap the advantages and potential of the commune in its new development space, right after its establishment, the Xuan Phu Communal Party Committee immediately embarked on shaping the locality’s future development.

Positioning Xuan Phu in the province’s overall development

Secretary of the Party Committee and Chairman of the People’s Council of Xuan Phu Commune Lai The Thong said that after the merger, Xuan Phu Commune covers a natural area of more than 5,562 hectares with a population of over 29,400 people. Of whom, more than 59% follow a religion and over 28% are ethnic minority members.

Local residents mainly earn their livelihood from farming. In the 2020–2025 term, the commune’s average annual economic growth rate reached 8.02%, and people’s living standards gradually improved.

However, compared with its advantages with abundant agricultural land, hardworking residents, and favorable transport conditions with national highways, provincial roads and expressways running through, the commune’s economic scale remains modest; growth quality is still limited, and infrastructure has yet to meet development needs.

Ensuring strong growth for Xuan Phu in its new space after the merger remains a concern of the local leadership. To help address this, the communal Party Committee recently organized a scientific workshop, inviting experts, scientists, former commune leaders and retired officials to contribute ideas on Xuan Phu’s future development orientation.

Assoc. Prof. Dr. Pham Tien Dat, Principal of the University of Finance and Marketing, suggested that there are three key factors needed for Xuan Phu’s economy to grow: strengthening public administration capacity at communal level; investing in infrastructure for agricultural production and consumption; and developing local product brands, particularly potential OCOP (One Commune, One Product) items. He also recommended establishing a commune-level socio-economic advisory group, inviting experts and businesses to accompany the implementation.

Assoc. Prof. Dr. Nguyen Hoang Phuong, senior lecturer at the Faculty of Socio-Economics and Environment, Ho Chi Minh City Regional Academy of Politics II, proposed that Xuan Phu should link economic development with improving living standards and cultural values. This includes building a learning society and a culture of community behavior, while setting up a model of digital community technology teams as an extended arm of the local government, creating an environment for residents to learn, interact, monitor and give feedback on policies.

Meanwhile, Dr. Phung Ngoc Bao, Head of the Southern Representative Office of Communist Review, believed that if Xuan Phu can connect the strength of the “four stakeholders” — the State, farmers, scientists and businesses, the commune will make a comprehensive breakthrough in the coming term.

Other opinions emphasized that the communal Party Committee must pay special attention to cadre work, especially the leadership team, because cadres are the root of all tasks, success or failure depends on whether cadres are good or not. In the new stage of national development, the communal leaders must be capable of governing according to the digital society model, linking digital transformation with renewal of leadership and management methods; placing the people at the center of all development plans; daring to dream big while starting with small things, concrete actions achievable today.

Inheriting past values while embracing new thinking

This is the foundation for the commune to confidently enter the new term with proactiveness, resilience and creativity.

Based on consultations with experts and scientists, achievements made over the past term and the commune’s current circumstances, the guiding principle of the Xuan Phu Communal Party Committee for the 2025–2030 term is to enhance the leadership capacity of the Party Committee and ensure effective, efficient public administration under the motto of facilitating and accompanying, promoting intelligence, creativity and the strength of “unity – the eternal truth”; ensuring “cohesion and consistency” throughout the political system so that all Party and State policies are implemented thoroughly, consistently and effectively, meeting the legitimate needs and aspirations of local people.

The commune identifies innovation and green development as a consistent  orientation; with high-tech agriculture as the core sector; and eco-tourism, service, trade and cottage industry as important supporting pillars in order to create momentum for fast and sustainable growth, raising incomes and improving quality of life for residents.

Placing economic and social development at the center, with Party building as the key; cultural development as the spiritual foundation of society; and ensuring national defense and security as a vital, regular mission, Xuan Phu is determined to build itself into an innovative commune within the broader socio-economic development strategy.

To realize this guiding principle, the communal Party Organization has set out specific targets across different fields.

The communal Party Committee focuses on building a clean and strong Party organization and political system. Human capital is considered the most critical factor, the center of development, building a contingent of cadres and Party members with qualifications, integrity, competence, and innovative spirit, who dare to act for the common good; harbor the will and aspiration to contribute to the community. Officials and Party members, especially key leaders, must lead by example; corruption of political ideology, ethics, or lifestyle, as well as signs of “self-evolution” or “self-transformation” within the organization, must be prevented and reversed.

All resources must be mobilized for investment in modern, synchronized infrastructure, expanding development space harmoniously, with rational planning of administrative centers, residential areas and commercial zones. This will create a major driver for green economic development; with high-quality agriculture and eco-tourism considered as sustainable development pillars. The commune also aims to enhance production value, apply scientific and technological advances, develop production-consumption linkages, build brands and OCOP products, expand modern retail networks and apply e-commerce. Proper planning, efficient use of resources, environmental protection and ecological balance will also be ensured.

With the above-mentioned goals, tasks and solutions, Xuan Phu is gradually becoming a a hub for intellect, identity and aspirations to rise of an entire community, a place where the ideals of the Party and the will of the people come together in harmony for sustainable, humane and modern development of the homeland and the nation.
